Open recruitment for External Program Review Committee

The Minnesota Department of Human Services (DHS) is recruiting mental health, licensed health and positive support professionals to be part of the External Program Review Committee (EPRC).

The EPRC promotes respectful and thoughtful alternatives to mechanical restraints and other prohibited behavioral interventions. The committee ensures that DHS-licensed providers and others involved in supporting people with disabilities examine the function of disruptive behaviors and seek solutions based on person-centered, positive-support strategies. The committee also makes recommendations to the commissioner on policies related to Minnesota Rules, Chapter 9544, known as the Positive Supports Rule.

This committee is ideally suited to specialists who:

  • • Have expertise in using positive support strategies
  • • Enjoy meeting with care teams and the people served
  • • Can respectfully assess the work of other professionals and provide helpful feedback
  • • Can make insightful and professional contributions to policy discussions.

    The committee meets twice monthly:

  • • 10 a.m. to 1 p.m. on the first Tuesday
  • • Noon to 3 p.m. on the fourth Monday
  • Licensed health professionals who specialize in brain injury, pharmacology or other areas of need may participate in the committee on an alternative schedule, subject to approval by the EPRC coordinator.

    DHS will pay non-state agency members $208 per meeting, plus mileage expenses, not to exceed $5,000 per year. Committee members will prepare for meetings by reviewing documentation thoroughly, provide supportive feedback to expanded care teams and correspond with DHS staff and other EPRC representatives. DHS invites professionals from remote areas to participate electronically, though DHS will ask members occasionally to meet in-person with the people served.

    The DHS commissioner appoints members of the EPRC. The commissioner is currently seeking licensed brain-injury specialists, pharmacologists, psychiatrists, medical doctors or similarly qualified professionals. There is no deadline to apply. DHS will accept applications until it fills the positions.

  • If selected for an interview, applicants will receive notice within two weeks of submittal. Those selected for the committee will be subject to a background check.
