Two additional exceptions to the licensing moratorium on CFC/CRS development

The 2017 Minnesota Legislature approved two additional exceptions to the moratorium on corporate foster care (CFC) and community residential setting (CRS) development. These exceptions allow CFC/CRS development if necessary to serve people who either:

  • • Are transitioning from the residential care waiver service to foster care services
  • • Are receiving services under Minnesota Statues, Chapter 245D and are living in an unlicensed setting before May 1, 2017, that should be licensed
