Training Requirements

Effective for any enrollment applications received on and after January 1, 2014, for Home and Community-Based Services (HCBS) waiver and Alternative Care (AC) programs, Minnesota Health Care Programs (MHCP) requires an owner or managerial official to complete Waiver and AC Provider 101 training and the waiver billing lab.

Waiver Provider 101 Training

MHCP will not process a new provider’s enrollment application until at least one controlling individual passes the Waiver and AC Provider 101 training with a score of 80% or higher on a competency evaluation at the end of the training. Print the proof of completion and submit it with your application request.

Waiver Billing Lab

An owner or managerial official must complete a waiver billing lab within six months of new enrollment for HCBS waiver and AC program services.

Eligible Providers

All entities applying for MHCP enrollment on or after January 1, 2014, to provide services authorized through the HCBS waiver and AC programs must complete required training except for those meeting the exemptions below.

Exemptions

Providers of the following services are required to complete the waiver billing lab only:

  • • Specialized supplies and equipment
  • • Assistive technology equipment
  • • 24-hour emergency equipment
  • • Chore services
  • • Homemaker cleaning
  • • Environmental accessibility adaptations
  • • Home delivered meals
  • • Transportation
  • Providers of the following services are exempt from Waiver Provider 101 training and the waiver billing lab:

  • • Adult companion - EW and AC only
  • • Adult companion - Corporation for National and Community Service Grantees
  • • Caregiver living expenses
  • • Caregiver training and education
  • • Case management
  • • Consumer Directed Community Support (CDCS) including Fiscal Support Entities (FSE)
  • • Family training and counseling
  • • Transitional services expenses and EW related supports
  • • Extended home care services (home health aide, personal care assistance, private duty nursing, skilled nurse visits and home care therapies)
