ORDER RESCINDING ORDER OF CONDITIONAL LICENSE AND ORDER TO PAY A FINE Dear Abby Palmer: On July 2, 2025, the Commissioner of Children, Youth, and Families issued an Order of Conditional License and Order to Pay a Fine against your family child care program, license number 1120362. The Order of Conditional License and Order to Pay a Fine were based on Southwest Health & Human Services (“County”)’s determination in April 2025 that you had maltreated a minor child under your care by neglect. You appealed the maltreatment determination and later the conditional and fine order. On July 23, 2025, while the appeal of the maltreatment determination was pending, the County rescinded the maltreatment determination and issued a letter notifying you of this change. Based on the County’s rescission of the maltreatment determination, DCYF hereby rescinds the Order of Conditional License and Order to Pay a Fine dated July 2, 2025. This rescission order supersedes the original conditional and fine order, and an appeal of those licensing actions are no longer applicable. Please note that the Order of Temporary Immediate Suspension issued against your program on July 15, 2025, and the appeal of that licensing action, are still in effect and pending.
