PUBLIC Summary of Settlement Agreement License Holder: Tracy Luthens License Number: 1009481 Program Type: Family Child Care Date of Licensing Action: July 10, 2025 Licensing Action Taken: Order to Pay a Fine Action appealed and settlement agreement signed by Commissioner on: November 13, 2025 Terms of Settlement Agreement: 1) License Holder agrees to pay $300.00 of the ordered fine to DCYF and will submit payment to DCYF along with the executed Agreement, payable to the Minnesota Department of Children, Youth, and Families. 2) Upon final execution of the Settlement Agreement, DCYF agrees to stay the remaining $300.00 of the ordered fine for a period of two (2) years from the date of the final execution of the Agreement. The stayed fine will be immediately reinstated if DCYF determines that License Holder has failed to comply with licensing requirements, or issues any additional orders to License Holder resulting in a fine, conditional license, or other licensing sanctions during the period of the stay.
