August 14, 2026 Mohamed Abdullahi, Authorized Agent Asho Child Care Center 8532 Thomas Ave S Bloomington, MN 55431 License Number: 1117155 (Child Care Ctr) Program Location: 1402 1st Ave S, Minneapolis, MN 55403 Dear Mohamed Abdullahi: The Minnesota Department of Children, Youth, and Families (DCYF), Division of Licensing, received your request for reconsideration regarding Citation 1 in the Correction Order issued to you on March 31, 2026. You did not request review for Citations 2, 3 and 4. Citations 2, 3 and 4 are not under the scope of review. Reconsideration Determination Citation 1 Violation. The required staff-to-child ratios were not maintained. It was determined through a review of staffing patterns that a teacher qualified staff person was alone on Saturday and Sunday from 3pm to 9pm with 12 preschool aged children. A second staff person with the qualifications of at least an aide is required to meet ratio requirements. (Preschool: Preschool classroom) Applicable Law. Staff-to-child ratios and maximum group size. Except as provided in subpart 2, the minimally acceptable staff-to-child ratios and the maximum group size within each age category are:
Minnesota Rules, part 9503.0040, subpart 1. Your Response. You stated, “on the day of the site visit, nine toddlers and four preschoolers were present, one preschooler had left for an appointment. When another arrived, the total was 14. Distribution requirements were met; no assistant teacher was needed.” Reconsideration Determination. During the site visit, the Licensor reviewed staffing patterns for January, February and March. The staffing patterns for March indicated that there was one teacher qualified individual working alongside an aide qualified individual with up to 12 children in the preschool classroom on Saturdays and Sundays from 3pm to 9pm. The Licensor asked to review the listed aide qualified individual’s personnel file, and the authorized agent and assistant director informed the Licensor that the individual had not started working in the program yet. The staffing patterns when a teacher qualified staff person was alone on Saturday and Sunday from 3pm to 9pm with 12 preschool aged children in the preschool classroom in March was out of acceptable staff to child ratio. In other words, you were not compliant with the acceptable staff to child ratio. A second staff person with the qualifications of at least an aide is required to meet ratio requirements. Therefore, Citation 1 is affirmed. Disposition The Commissioner has reviewed the relevant laws and all the information you submitted in response to the Correction Order. Citation 1 is affirmed. You did not request review for Citations 2, 3 and 4. Citations 2, 3 and 4 are not under the scope of review. This is a final agency decision. Previously Ordered Corrective Action. In the original Correction Order issued, you were ordered to correct the violation(s) cited, and submit documentation of such action to your licensor. A request for reconsideration does not stay any provisions or requirements of the correction order. Minnesota Statutes, 142B.16, subdivision 1, paragraph (a). If you have not done so already, please immediately comply with the previously ordered corrective actions for all uncontested and affirmed violations and respond in the Provider Hub immediately.
