September 3, 2026 Todd Brassow, Authorized Agent St. John Early Childhood Learning Center 34719 County Highway 24 Redwood Falls, MN 56283 License Number: 1058660 (Child Care Ctr) Program Location: 34719 County Highway 24, Redwood Falls, MN 56283 Dear Todd Brassow: On May 20, 2026, the Minnesota Department of Children, Youth, and Families (DCYF), Division of Licensing, received your request for reconsideration regarding Citation 7 in the Correction Order issued to you on May 12, 2026. You did not request review for Citations 1, 2, 3, 4, 5, and 6. Citations 1, 2, 3, 4, 5, and 6 are not under the scope of review. Reconsideration Determination Citation 7 Violation. The license holder did not provide a physical or electronic copy of the emergency plan to the child's parent upon enrollment. Applicable Law. The license holder must provide a physical or electronic copy of the emergency plan to the child's parent or legal guardian upon enrollment. Minnesota Statutes, section 142B.66, subdivision 3, paragraph (e). Your Response. You stated that your school resource officer recommends that parents of enrolled children should not have a copy of the emergency plan for the safety of children. It gives parents information that can be used against your program leading to danger. Reconsideration Determination. The Licensor noted that you did not provide a physical or electronic copy of the emergency plan to the child's parent upon enrollment based on a conversations with an administrative staff person. You must provide a physical or electronic copy of the emergency plan to the child's parent or legal guardian upon enrollment. You do not refute that you are noncompliant with the requirement to provide a physical or electronic copy of the emergency plan to the child's parent or legal guardian upon enrollment. Instead, you stated that the you do not provide parents of enrolled children of the emergency plan based upon the recommendation from your school resource officer. You do not provide a physical or electronic copy of the emergency plan to the child's parent or legal guardian upon enrollment; therefore, Citation 4 is affirmed. Disposition The Commissioner has reviewed the relevant laws and all the information you submitted in response to the Correction Order. Citation 7 is affirmed. You did not request review for Citations 1, 2, 3, 4, 5, and 6. Citations 1, 2, 3, 4, 5, and 6 are not under the scope of review. This is a final agency decision. Previously Ordered Corrective Action. In the original Correction Order issued, you were ordered to correct the violation(s) cited, and submit documentation of such action to your licensor. A request for reconsideration does not stay any provisions or requirements of the correction order. Minnesota Statutes, 142B.16, subdivision 1, paragraph (a). If you have not done so already, please immediately comply with the previously ordered corrective actions for all uncontested and affirmed violations and respond in the Provider Hub immediately.
