People have a GA basis of eligibility if they have a condition that qualifies under Minnesota’s special education rules as a specific learning disability and are following a rehabilitation plan the county agency has developed or provided for them.
Learning disabled under Minnesota's special education rules means a disorder in 1 or more of the psychological processes involved in perceiving, understanding, or using concepts through verbal language or non-verbal means. Also see LEARNING DISABLED in 0002.37 (Glossary: Learning...). The disability must severely limit the client in getting, performing, or maintaining suitable employment. Learning disabled does not include learning problems that are primarily the result of visual, hearing, motor disabilities, developmental disability, emotional disturbance, or environmental, cultural, or economic disadvantage.
