GRH:

People have a GRH basis of eligibility if they are medically certified as being learning disabled, and are following a rehabilitation plan if the county agency has developed or provided a plan for them.

Learning disabled means a disorder in 1 or more of the psychological processes involved in perceiving, understanding, or using concepts through verbal language or non-verbal means. See 0010 (Verification), 0028.18.03 (Suitable/Unsuitable Work).
