Cost and Options for Insuring Minnesota’s Long-Term Care Workforce
This report provides information and recommendations to the Legislature on options for providing health insurance coverage to long-term care workers in the state. The report provides cost estimates and other recommendations for how this coverage could be provided and funded. The Minnesota Legislature requested this study in 2008 as part of the state’s health care reform legislation. The study was to “make recommendations for a rate increase to long-term care employers dedicated to the purchase of employee health insurance in the private market.” DHS contracted with The Lewin Group to complete the data collection and actuarial analysis necessary to develop cost estimates.
Because of the scope of the study, several reports are available:
"Please note that the report with the study's appendices is very large (3 MB) and will take substantial time to download. If downloading is not possible, you may contact DHS staff to obtain a hard copy."
