Affiliation: Person under an obligation to, or with an employment, partnership, consulting, control, agreement, contractual relationship, to the personal care provider agency.
Fidelity bond: Type of insurance bought by an employer to protect against fraudulent acts of their employees. Also known as dishonesty or janitorial bonds.
Home care services: For the purpose of this page, Medical assistance covered services that are home health agency services. This includes skilled nurse visits, home health aide visits, physical therapy, occupational therapy, respiratory therapy and speech-language therapy, private duty nursing and personal care assistance (PCA).
Home health agency services: Services delivered in the recipients home residence, except as specified in Minnesota Statutes, by a home health agency to a recipient with medical needs due to illness, disability or physical conditions.
Managing employee: General manager, business manager, administrator, director or other individual who exercises operational or managerial control over or who directly or indirectly conducts the day-to-day operation of personal care services for an institution, organization or personal care provider agency. This does not include managing employees who solely manage non-PCA areas of the business.
Owner: Person with an ownership or control interest of five percent or more.
Personal care assistance services: Human assistance and support to persons of any age with disabilities and special health care needs, living independently in the community.
Personal care provider agency: A provider enrolled with Medical Assistance to provide or assist with providing PCA services. This includes a personal care provider organization (PCPO), personal care assistance choice agency, class A licensed nursing agency and Medicare-certified home health agency.
Personal care provider organization (PCPO): An agency enrolled with DHS that meets DHS standards and signs a provider agreement with DHS to provide PCA services, also known as a Personal Care Provider or PCA Agency.
Qualified professional (QP): Professional who provides oversight and supervision of personal care assistance (PCA) services and staff in the delivery of PCA services.
Surety bond: Ensures a benefit to the State of Minnesota if the personal care provider agency fails to comply with Minnesota Statutes, Minnesota Rules or other legal obligations arising out of the agencys conduct as a personal care provider agency.
