Provider Training Requirements

Definitions

Designated billing person: Person responsible to ensure claims are billed according to DHS policies and procedures.

Managing employee: General manager, business manager, administrator, director or other individual who exercises operational or managerial control over or who directly or indirectly conducts the day-to-day operation of personal care services for an institution, organization or personal care provider agency. This does not include managing employees who solely manage non-PCA areas of the business.

Owner: Person with an ownership or control interest of five percent or more.

Qualified professional (QP): Professional who provides oversight and supervision of personal care assistance (PCA) services and staff in the delivery of PCA services.

Policy

Before registering for PCA training, the agency must:

  • • Submit the PCA agency enrollment application
  • • Complete background studies
  • Training Requirements

    PCA agencies must identify individuals within their organization who are required to complete training. PCA training requirements affect the following:

  • • All owners
  • • All managing employees
  • • All supervisors
  • • All QPs
  • • Designated billing person
  • Determine if an individual in your agency is required to complete training. When additions or changes to these positions/roles occur, the agency must assure the individuals complete training.

    A board of directors is exempt from the training requirements unless they meet one of the four definitions above.


    If an agency identifies a change in the designated billing person, complete a change of information form and required training. The designated billing person may train others within the agency.

    Types of Training

    DHS offers the following training sessions for PCA provider agencies.
    1. Steps for Success is required for owners, managing employees and supervisors
    2. The PCA Billing Lab is required for designated billing person
    3. Qualified professional training

    Timelines

    Designated billing persons

    Agencies currently enrolled: Within six months of the agency’s annual review.

    PCA agencies applying for MHCP enrollment: Within six months of agency’s successful enrollment.

    Additions or changes to positions/roles: Before submitting claims for PCA services.

    Managing employees and supervisors

    Agencies currently enrolled: Before January 1, 2011, unless:

  • • Verified completion of Steps for Success in the past and
  • • Completed one-day refresher before January 1, 2010
  • PCA agencies applying for MHCP enrollment: Prior to enrollment.

    Additions or changes to positions/roles: Within 6 months of hire.

    Owners

    Agencies currently enrolled: Before January 1, 2011, unless:

  • • Verified completion of Steps for Success in the past and
  • • Completed one-day refresher before January 1, 2010
  • PCA agencies applying for MHCP enrollment: Prior to enrollment.

    Prospective owner: Prior to receiving ownership of the PCA agency.

    Qualified professionals

    Agencies currently enrolled: Before January 1, 2011, unless:

  • • Verified completion of Steps for Success in the past and
  • • Completed one-day refresher before January 1, 2010
  • PCA agencies applying for MHCP enrollment: Prior to enrollment.

    Additions or changes to positions/roles: Within 6 months of hire unless has a training certificate from within past 3 years.

    Training Registration and Certification

    DHS issues a training certificate to the agency when each person attends all sessions as registered.
