Manuals

The Minnesota Department of Human Services maintains a number of manuals relating to the programs and services offered. These manuals provide general guidance to a variety of users and are subject to change resulting from subsequent DHS bulletins, amended or superseding state and federal laws, or other correspondence from the Department of Human Services. Users of a manual are responsible for ensuring they have identified the most current information.

This policy manual guides lead agencies in the administration of CDCS services available to consumers on home and community-based waiver and Alternative Care programs. The manual is also a reference for fiscal support entities.

Supplemental Nutrition Assistance Program Employment and Training Manual (SNAP E&T Manual)
Policy and procedures for SNAP Employment and Training providers and county eligibility workers to help SNAP participants transition from public assistance to self-sufficiency by preparing for and obtaining paid employment.

Health Care Programs Manual
Eligibility policy information for Minnesota Health Care Programs (Medical Assistance, MinnesotaCare and General Assistance Medical Care) for those who administer or have an interest in health care program policy.

Insurance Affordability Programs Manual (IAPM)
The Insurance Affordability Programs Manual (IAPM) provides a general understanding of new eligibility policy under the Affordable Care Act for Medical Assistance, MinnesotaCare, and Advanced Premium Tax Credit (APTC). Presently, the IAPM does not include policy for Medical Assistance (MA) for people age 65 or older, disabled or blind or MA for specific populations. Continue to refer to the Health Care Programs Manual for eligibility policy for these programs.

Mental Health Information System (MHIS) Manual
The MHIS Reporting Manual is a reference guide for mental health providers who are required to report client-level outcome measures in Minnesota. It includes reporting requirements, client data elements, and batch requirements. Each provider is responsible to reference and implement the manual information.

Mental Health Policy Manual
Minnesota's public mental health for children and adults is a state-supervised, county-administered system. Services are based on various federal and state rules, regulations, policies and procedures. About 600 public and private agencies provide services.

This manual provides policies and procedures for all Prepaid Minnesota Health Care Programs (PMHCP) including the Prepaid Medical Assistance Program, Prepaid General Assistance Medical Care Program, Minnesota Senior Health Options, Minnesota Disability Health Options and the Prepaid MinnesotaCare Program. This manual is for Minnesota counties, American Indian tribes, Minnesota Department of Human Services personnel, contracted managed care organizations and others involved in administering all PMHCPs.
