Caregiver living expenses

Definition

Caregiver living expenses: Certain expenses incurred by a caregiver who lives in the same household as the person who receives waiver services when the caregiver also provides an approved service.

Covered services

Covered services are the portion of rent and food reasonably attributed to the live-in personal caregiver. For purposes of this service, DSD defines food as three meals a day or any other full nutritional regimen.

Reimbursement for caregiver living expenses is limited to a person who:

  • • Has the live-in personal caregiver residing in the same home
  • • Is an adult
  • • Lives in his or her own home.
  • Approved services under the BI and CADI waivers

    Under the BI and CADI waivers, reimbursement for caregiver living expenses is available if the caregiver provides one of the following waiver services:

    Approved services under the CAC Waiver

    Under the CAC Waiver, reimbursement for caregiver living expenses is available if the caregiver provides one of the following waiver services:

    Approved services under the DD Waiver

    Under the DD Waiver, reimbursement for caregiver living expenses is available if the caregiver provides one of the following waiver services:

    Non-covered services

    Reimbursement for caregiver living expenses is not allowed:

  • • For parents (including adoptive parents), spouses or other legally responsible individuals
  • • In a residence owned or leased by an MA-enrolled service provider
  • • When the caregiver owns the home
  • • When the service duplicates other services that are provided to the person.
  • Provider standards and qualifications

    Caregiver living expense providers must meet the provider standards and qualifications for the waiver service delivered by the live-in caregiver.

    Lead agency responsibilities and approval of expenses

    The lead agency must assure the MHCP-enrollment status of the caregiver and document, assuring reasonableness, of caregiver expenses. The lead agency uses the Caregiver Living Expenses Worksheet, DHS-4929 (PDF) to calculate coverage of caregiver-claimed expenses.

    Authorization, rates and billing

    The lead agency authorizes caregiver living expenses at the market rate. For more information, see Long-Term Services and Supports Service Rate Limits, DHS-3945 (PDF).
