HIV/AIDS Programs

People living with HIV/AIDS may find help through the Minnesota HIV/AIDS Program. To learn more about how this program can help click on any of the areas that interest you:

Dental Program

Program HH pays for routine diagnostic, preventive and corrective dental procedures furnished under the supervision of an approved dentist. Procedures covered include:

Program HH now contracts with a medical review agent to process FFS and Program HH requests for authorization. For recipients enrolled in a managed care organization (MCO), contact the MCO for authorization requirements.

When submitting an electronic authorization request:

• Use the MN–ITS Interactive Authorization Request (278) transaction

• Refer to the MN–ITS User Guide Submit an Authorization Request for dental services or Consolidated Providers for step-by-step instructions

• Print the response page with the 11-digit number assigned (keep one for your records and attach one to the required documentation)

• Write the11-digit number assigned on each page of your supporting documentation
Supporting documentation must include:

• Tooth number(s) and/or oral cavity designation involved

• X-rays of the recipient’s current dental condition (do not copy or fax x-rays)

• Periodontal charting of the recipient’s current dental condition

• Any other pertinent or required information specific to the case review type

• Consolidated providers only: use the appropriate practice location

Refer to the Authorization Requirement Tables for Children and Pregnant Women or Authorization Requirement Tables for Non-Pregnant Adults for criteria and documentation requirements. For Program HH only recipients, refer to Program HH Dental Authorization Requirements Chart as services may be reimbursed differently. Do not submit authorization requests for services that do not require authorization or are not covered; they incur unnecessary costs and will not be approved.

Drug Reimbursement Program

Pays most of a person's portion of the cost of many major drugs and generic type multiple vitamins used to treat or prevent HIV-related conditions. Drugs may be purchased at any outpatient pharmacy that is a Minnesota Health Care Programs provider.

Also as of July 1, 2004, persons are responsible for a small copay of $1 for generic and $3 for brand-name prescriptions.

Insurance Program

Program HH offers the insurance premium assistance program to help clients obtain and keep insurance. To access this benefit you must not have access to health care benefits through another Minnesota Health Care Program such as Medical Assistance or MNCare. If you have access to health insurance through an employer you must accept that insurance, but if you pay more than 50% of the cost of the premium Program HH can assist with those premium payments.

For those clients who don’t have access to benefits through an employer and are not eligible for another Minnesota Health Care Program, Program HH will pay the insurance premium for an approved insurance plan through MNsure. Availability of insurance is dependent on MNsure open enrollment periods.

Mental Health Program

Pays for limited outpatient counseling with any state-registered mental health professional who accepts Medical Assistance.

The mental health program does not cover the cost of medications, although there are a limited number of mental health medications available on the Program HH Drug Formulary for clients who have drug coverage through the HH Program.

Nutrition Program

The HH Program pays for up to $100 each month for enteral/nutritional supplements when prior authorized by a registered dietician. These products may be purchased at any outpatient pharmacy that is Minnesota Health Care Programs (MHCP) provider.

These products are typically bottled liquid drinks, which add calories and certain nutrients to the diet. The program does not cover food, vitamins or herbal nutritional supplements.

Greater MN Home-delivered Meals

If you are living with HIV/AIDS in Greater MN and have a planned surgery or extended illness due to HIV disease you may be eligible for the program. The Greater MN Home-delivered Meals Program provides well-balanced meals delivered to your door. You must meet with a registered dietician and get prior authorization to access this service. For your convenience, you can meet with the dietician at the Aliveness Project in person or by phone.

Program Application

To be eligible for any of these programs, you must:

  • • Be HIV positive
  • • Have an annual income under 300 percent of Federal Poverty Guidelines
  • • Reside in Minnesota
