Child and Adolescent Behavioral Health Services (CABHS) provides comprehensive hospital and community-based mental health services to children and adolescents who have a serious emotional disturbance and whose needs may exceed the capacities of their families and local communities. Services are person-centered, family-friendly and culturally sensitive.
We are a JCAHO accredited psychiatric hospital for children. We offer a variety of behavioral, medical and psychological services to children and adolescents in our inpatient hospitals and foster homes.
Child and Adolescent Behavioral Services is part of State Operated Services, the area of the Minnesota Department of Human Services that provides direct care to children and is accredited by the Joint Commission.
Children and adolescents may be referred to CABHS by county social workers, corrections, private hospitals, treatment centers, parents and private insurance carriers. Clinical services are covered by most major insurance payers and are eligible for payment by Medical Assistance.
Pre–certification is required prior to admission.
Call toll–free (888) 883-0266 or contact one of our admissions coordinators listed below.
CABHS has one centrally located site in Willmar, Minnesota. Our Community Services employees have an office located in Roseville, Minnesota in the Twin Cities metro area.

Before each child or adolescent is admitted to CABHS, pre-approval is sought from the parent’s insurance company. If the parent is uninsured or unable to pay, Medical Assistance or a county social worker must then guarantee payments for treatment prior to admission. The inpatient program offers acute and sub-acute levels of care and charges an all-inclusive per diem rate.
Being treated for behavioral problems may seem somewhat frightening, but it can also be an excellent opportunity for you to learn more about yourself and what motivates your behavior. A team of professionals (called an interdisciplinary team) will be assessing your needs and developing an individual treatment plan for you. You and your family (or guardian) will be involved in all stages of the planning process.
• Psychiatrist and/or psychologist
• Clinical and/or registered nurse/licensed practical nurse
• School administrator and/or teacher
Once accepted into our program, you will either be placed in inpatient treatment, foster care or receive your services in the community where you live.
While in our care, you are entitled to fair and respectful treatment. Upon admission, you will be given a personal copy of the Patient Bill of Rights that explains your rights in detail. If at any time you feel that your rights have been violated, report it immediately.
