Minnesota’s Olmstead Plan
The February 2017 Revision of Minnesota’s Olmstead Plan was adopted by the Olmstead Subcabinet on February 22, 2017 and submitted to the Court. The February 2017 Revision was a result of the annual Olmstead Plan amendment process.
The Olmstead Plan is a broad series of key activities our state must accomplish to ensure people with disabilities are living, learning, working, and enjoying life in the most integrated setting. The Plan will help achieve a better Minnesota for all Minnesotans, because it will help Minnesotans with disabilities have the opportunity, both now and in the future to:
• Live close to their family and friends
• Live more independently
• Engage in productive employment
• Participate in community life.
In short, it will offer Minnesotans with disabilities opportunities just like everyone else.
On September 29, 2015, the Court approved Minnesota’s August 2015 Olmstead Plan stating
“The Court applauds the parties for their collaboration in developing this landmark Olmstead Plan. Simply put, this revision of the Olmstead Plan is unlike any other version submitted to the Court. The Court fully expects the State to act on its promises to ensure that the Olmstead Plan will truly put the promise of Olmstead into practice across the state.”
See the About page for the history and background of Minnesota’s Olmstead Plan.
On January 28, 2013, Governor Mark Dayton issued Executive Order 13-01 which established an Olmstead Subcabinet to develop and implement a comprehensive Minnesota Olmstead Plan. On January 28, 2015, Governor Dayton issued Executive Order 15-03 which further defined the role and nature of the Olmstead Subcabinet. On March 10, 2015, the Subcabinet approved the Olmstead Subcabinet Procedures. The Subcabinet Procedures were revised on January 25, 2016.
Olmstead Subcabinet meetings are open to the public. See the Meetings page for the schedule.
Olmstead Implementation Office
While drafting Minnesota’s Olmstead Plan, the Subcabinet was keenly aware of the need for an office to assure that the commitments of the Plan; the “Promise of Olmstead” would become a reality. The Olmstead Implementation Office (OIO) works on behalf of the Subcabinet to make sure that the Plan’s vision, goals and time-specific tasks are achieved.
In order for the promise of the Olmstead Plan to become a reality, the community must be involved. The Subcabinet welcomes feedback on the implementation of Minnesota’s Olmstead Plan. Contact us to share your story with disability or give your feedback on the Plan. You can contact us by email at MNOlmsteadPlan@state.mn.us or go to the Participate page for more ways to participate.
