4.18 Date of Eligibility

The date eligibility begins depends on the subprogram the family is eligible for. See Chapter 9.3 (Payments to providers) for information about the earliest date care can be paid.

MFIP/DWP

  • · Approve eligibility beginning the later date of:
  • - The start date of authorized activities within an employment plan or authorized activities outside an employment plan
  • - OR
  • - The date of MFIP or DWP eligibility.
  • · Retroactive eligibility cannot go back further than three months prior to the CCAP application date.
  • Transition Year (TY)

  • · Approve eligibility the first day of the month after the family loses eligibility for MFIP or DWP if the family is eligible. Make child care payments retroactive to this date if the family has maintained eligibility during the entire time period. Payments of child care assistance may only be made retroactive for a maximum of three months from the CCAP application date.
  • · If the family has not maintained eligibility during the entire time period since MFIP or DWP eligibility ended, then the family will need to reapply. Make child care payments retroactive to the date Transition Year eligibility requirements were met after MFIP or DWP eligibility ended. Transition Year requirements include income entrance limits as described in Chapter 4.3.6 (Transition Year (TY)).
  • · A family with continued CCAP eligibility that can be verified does not need to meet the income entry requirement.
  • Transition Year Extension (TYE)

    Approve eligibility the date the family completes their Transition Year child care and Basic Sliding Fee funding is not available. The family must maintain eligibility requirements for Transition Year Extension.

    Basic Sliding Fee (BSF)

  • · Approve child care assistance beginning the later date of:
  • - The date the application was received by the agency
  • - OR
  • - The beginning date of employment, approved education or training, or approved job search.
  • MFIP/DWP Child care for student parents

  • · Approve child care assistance beginning the later of:
  • - The date the application was received by the agency
  • - OR
  • - The date the parent began pursuing an approved high school or general equivalency diploma education activity.
