11.3.3 Licensed Child Care Provider-License Closes

A child care provider’s license may close due to:

  • · Temporary immediate suspension
  • · License expiration
  • A provider whose registration closes because their license closes must complete a new registration to receive CCAP again if their license re-opens.

    Temporary immediate suspension

    When a provider’s license ends due to temporary immediate suspension, do not issue child care assistance payments for care provided after the date of the temporary immediate suspension. When a provider’s license has been temporarily immediately suspended, a 15-day notice of adverse action is not needed to end care. Providers receive notice that care is ending immediately.

    Continue to make child care assistance payments for care provided prior to the date of the temporary immediate suspension if care was authorized with the provider.

    License expiration

    A licensed provider’s CCAP registration does not end on the date that their license expires.

    If 30 days has passed without the license renewal completed, state of Minnesota licensing will close the license the day following 30 days. Continue to authorize care and make CCAP payments at the licensed provider rate for care provided during the 30 days following the license expiration date.

    A 15-day notice of adverse action to close the provider’s CCAP registration is sent the next business day following the date that the license is closed. Continue to authorize care and make CCAP payments at the licensed provider rate for care provided during the 15-day notice of adverse action.

    Do not assess overpayments for the 30-day period following the license expiration date and the 15-day notice of adverse action period, unless:

  • · There is an overpayment due to a reason unrelated to the provider’s license status.
  • · The provider’s license expires, and it stays closed and is not renewed.
  • Example:

    Provider’s license has an expiration date of 4/1. If 30 days passes without the license renewal completed, Minnesota Licensing will close the license the day following 30 days. In this example, 30 days is 5/1. 5/2 is the first available working day to close the license. MEC2 will automatically send a 15-day notice of adverse action on 5/2 to end the provider’s registration on 5/18. CCAP will continue to be authorized and paid at the licensed provider rate through 5/18. If the provider’s license gets renewed, an overpayment is not assessed for the time period of 4/1 to 5/18.

    Provider receives new license or certification number because of an ownership or tax ID change

    When a licensed or certified provider receives a new license or certification number because of an ownership or tax ID change, they must complete a new registration and get a new MEC² ID. See Chapter 11.12 (Provider registration).
