CMDE provider qualifications, roles and responsibilities

Qualifications

To qualify as a comprehensive multi-disciplinary evaluation (CMDE) provider, a professional must meet all the following requirements:

1. Be either:

  • · A licensed physician, advanced practice registered nurse (APRN) or mental health professional as defined in Minn. Stat. §245I.04, subd. 2.
  • · A mental health practitioner who meets the requirements of a clinical trainee as defined in Minn. Stat. §245I.04, subd. 6.
  • 2. Have either:

  • · At least 2,000 hours of clinical experience in the evaluation and treatment of people with autism spectrum disorder (ASD) and/or related conditions.
  • · Completed the equivalent in graduate-level coursework at an accredited college or university (refer to the equivalent coursework section below).
    Note: Coursework must be documented in one or more of the following areas: ASD or a related condition diagnosis, ASD or a related condition treatment strategies or child development.
  • 3. Be able to diagnose, evaluate and/or provide treatment within their scope of practice and license.

    Additional provider criteria

    CMDE providers must have:

  • · Specialized training in the administration, scoring and interpretation of the standardized assessment tools necessary to support accurate diagnosis and eligibility determinations for EIDBI services.
  • · Comprehensive understanding of developmental, cognitive and adaptive functioning measures.
  • To follow DHS’ recommended best practices, CMDE providers also should:

    1. Complete autism-specific assessment training, including but not limited to:

  • · Autism Diagnostic Observation Schedule, Second Edition (ADOS-2) training to demonstrate scoring reliability and competence in selecting modules appropriate to age/language level.
  • · Autism Diagnostic Interview-Revised (ADI-R) or equivalent structured caregiver interview tools training to collect developmental history, social-communication and restricted behavior data.
  • · Training to use other validated autism assessment instruments (e.g., Childhood Autism Rating Scale, Second Edition [CARS-2]) as supplements but not substitutes for ADOS-2/ADI-R when those are required.
  • Note: These assessments are not always required for the CMDE, but they are strongly recommended as best practice for a diagnostic assessment and required for other DHS services and Medical Assistance (MA) eligibility.     2. Have developmental, cognitive and adaptive assessment skills, including competence in administration and interpretation of standardized developmental/cognitive and adaptive behavior assessments (e.g., Bayley, Mullen, Vineland, Wechsler scales) to inform diagnostic conclusions.

    3. Demonstrate knowledge of diagnostic frameworks and differential diagnoses, including:

  • · Diagnostic and Statistical Manual of Mental Illnesses (DSM-5) criteria for ASD and the ability to apply it with clinical judgment.
  • · International Classification of Diseases, Tenth Revision (ICD-10) coding for autism and relevant differential diagnoses (e.g., intellectual disability, communication disorders, attention-deficit/hyperactivity disorder [ADHD]).
  • 4. Collaborate within a multidisciplinary team by coordinating with other professionals (e.g., speech-language pathologists, occupational therapists, educators, medical providers) to build the full picture of the person’s functioning and needs.

    5. Have cultural and linguistic competence, including but not limited to:

  • · Culturally responsive and linguistically appropriate assessment practices, including awareness of bias, cultural norms and language differences.
  • · Ability to adapt evaluations to meet the cultural and linguistic needs and preferences of the child and their family.
  • · Ability to deliver services that are respectful, inclusive and tailored to each family’s background.
    Note: CMDE providers must complete the required Cultural Responsiveness in ASD Services training. For more information, refer to EIDBI Individual EIDBI provider trainings.
  • 6. Complete ongoing professional development (i.e., continuing education in autism assessment, updated diagnostic criteria, emerging research and reassessment of reliability in assessment tools over time).

    Compliance

    Providers that do not comply with the additional provider criteria listed above risk denial of eligibility determinations associated with their diagnostic reports.

    Mental health practitioner clinical trainee services

    If a level I or level II provider wants to add mental health practitioner clinical trainee services to their existing EIDBI provider enrollment record, they must complete and submit the EIDBI Assurance Statement for CMDE Providers, DHS-7120A (PDF). On DHS-7120A, the provider must attest they meet both of the following requirements:

  • · Complies with requirements in Minn. R. 9505.0371, subp. 5c for licensure or board certification as a mental health professional, including supervised practice in the delivery of mental health services for the treatment of mental illnesses.
  • · Is a student in an assigned field placement or internship under a program that leads to completion of the requirements in Minn. R. 9505.0371, subp. 5c to be licensed as a mental health professional.
  • Upon completion of the mental health professional licensure or board certification requirements, the provider must resubmit the EIDBI Assurance Statement for CMDE Providers, DHS-7120A (PDF) and attest to the CMDE provider requirements listed on the form.

    Equivalent coursework

    Equivalent graduate coursework is defined as a combination of:

  • · Experience or training hours providing treatment and/or examination of people with ASD or related conditions (refer to EIDBI – Eligibility – Related conditions).
  • · Hours spent completing coursework.
  • A CMDE provider’s experience or training hours must make up at least 50% of the total required amount of experience (i.e., 1,000 hours). The provider may count coursework toward the remaining 50% (i.e., the other 1,000 hours).

    Experience or training

    Experience or training includes the examination and/or treatment of people with ASD or a related condition. Experience and training must be in person and can be completed the following settings:

  • · School.
  • · Community settings (e.g., parks, library, stores).
  • · Clinical treatment setting.
  • Coursework

    A CMDE provider must document graduate-level coursework in one or more of the following areas:

  • · ASD or related condition diagnostics.
  • · ASD or related condition treatment strategies.
  • · Child development.
  • The provider must submit a transcript to DHS with enrollment forms to demonstrate proof of completed coursework (refer to MHCP Provider Manual – EIDBI provider enrollment). One credit of completed coursework is equivalent to 45 hours of time. The provider must have completed the coursework at a graduate level through an accredited university or college.

    Roles and responsibilities

    The CMDE provider must complete CMDE Medical Necessity Summary Information, DHS-7108 (PDF) to determine the person’s medical necessity for EIDBI services.

    Enroll with MHCP as a CMDE provider

    Enroll with MHCP as a qualified mental health professional supervisor

    For a CMDE provider to supervise a mental health practitioner who meets the requirements of a clinical trainee, they must enroll as an MHCP qualified mental health professional supervisor. Refer to MHCP Provider Manual – EIDBI provider enrollment.
