Transition from PCA to CFSS | DHS is in the process of replacing personal care assistance (PCA) and the Consumer Support Grant (CSG) with Community First Services and Supports (CFSS). For more information about this transition, refer to CFSS Manual – Transition from PCA and CSG to CFSS. For a Medicaid Management Information System (MMIS) transition summary, refer to DSD MMIS Reference Guide – MMIS transition from PCA and CSG to CFSS. SimilaritiesThe ASA2 screen is the same for a PCA and CFSS service agreement (SA). In both PCA and CFSS, the county/tribal nation cannot edit the lives with responsible party (LIVES WITH RESP PARTY) and fiscal intermediary (FISCAL INT) fields. DifferencesThere are no differences between a PCA and CFSS SA on the ASA2 screen.
Overview | This page describes how to complete the ASA2 screen for both PCA and CFSS. The ASA2 screen contains additional information about the person who receives PCA or CFSS services and a list of the comments entered in fields on other screens. A PCA or CFSS SA does not use all fields on the ASA2 screen. This page only describes fields relevant to a PCA or CFSS SA.
Service agreement correction turn around document number (SACTAD NBR ) field | In the service agreement correction turn around document number (SACTAD NBR) field, the tribal nation enters their assigned tribal nation code, if applicable. Counties leave the SACTAD NBR field blank.
Override location (OVR LOC) field | The override location (OVR LOC) field allows the county/tribal nation and DHS to route an SA. The county/tribal nation routes an SA to DHS if they receive exception codes only DHS can resolve. To transfer a suspended or partially suspended SA to DHS, the county/tribal nation enters the DHS routing queue ID (580) in the OVR LOC field and saves the SA. For more information, refer to DSD MMIS Reference Guide – Finalize a type B service agreement for PCA/CFSS.
Responsible party (RESP PARTY) field | In the responsible party (RESP PARTY) field, the county/tribal nation enters Y (yes) or N (no) to indicate if the person has a responsible party/participant’s representative. PCAIn PCA, the RESP PARTY field identifies if the person has a responsible party. CFSSIn CFSS, the RESP PARTY field identifies if the person has a participant’s representative.
Lives with responsible party (LIVES WITH RESP PARTY) field | In both PCA and CFSS, the county/tribal nation cannot edit the lives with responsible party (LIVES WITH RESP PARTY) field.
Responsible party name (RESP PARTY NAME) field | In the responsible party name (RESP PARTY NAME) field, the county/tribal nation enters the first and last name of the responsible party/participant’s representative, if applicable. The RESP PARTY NAME field is required if the county/tribal nation enters Y (yes) in the responsible party (RESP PARTY) field. If the person has more than one responsible party/participant’s representative and both names do not fit in the RESP PARTY NAME field, the county/tribal nation enters the name of the additional people in the additional comments (ADDITIONAL COMMENTS) field on the AHC3 screen.
Fiscal intermediary (FISCAL INT) field | In both PCA and CFSS, the county/tribal nation cannot edit the fiscal intermediary (FISCAL INT) field.
Navigation | After the county/tribal nation completes all fields, they press a transmit key to advance to the ASA3 screen.
