Transition from PCA to CFSS | DHS is in the process of replacing personal care assistance (PCA) and the Consumer Support Grant (CSG) with Community First Services and Supports (CFSS). Overview | As of Oct. 1, 2024, 45-day temporary starts are no longer available for PCA, and all assessments conducted by counties/tribal nations are for CFSS services. If an assessment determines a person is eligible for a 45-day temporary start of services, the county/tribal nation authorizes CFSS services. For more information, refer to CFSS Manual – 45-day temporary start of CFSS services (i.e., emergency start). This page describes how to complete select fields on select screens when the county/tribal nation enters a service agreement (SA) for a person who uses CFSS with a 45-day temporary start. To complete the other fields, the county/tribal nation follows the instructions for an SA without a 45-day temporary start. | ||
ASA1 screen | The county/tribal nation follows the instructions below to complete select fields on the ASA1 screen. The county/tribal nation must follow the time limitations specific to a 45-day temporary start. AGMT START DT fieldIn the AGMT START DT field, the county/tribal nation enters the SA start date in MMDDYY format. Note: The county/tribal nation can authorize services up to five days before the date entered in the ASSESSMENT DATE field on the AHC1 screen. If the county/tribal nation enters a date before the date entered in the ASSESSMENT DATE field on the AHC1 screen, MMIS posts an exception code. The county/tribal nation must route the SA to DHS when they finalize the SA. AGMT END DT fieldIn the AGMT END DT field, the county/tribal nation enters the SA end date in MMDDYY format. ASA3 screen | The county/tribal nation enters three lines on the ASA3 screen: If the county/tribal nation enters a personal care (T1019) line with the 45-day temporary start modifier (U8), MMIS posts an exception code the county/tribal nation must resolve if the county/tribal nation: Consultation services (T1023) lineTo complete the consultation services line, the county/tribal nation refers to DSD MMIS Reference Guide – ASA3 screen for consultation services (T1023). Personal care (T1019) lineThe county/tribal nation follows the instructions below to complete select fields on the personal care line. MOD1-4 fieldIn the MOD1-4 field, the county/tribal nations enters: REQ TOT UNITS fieldIn the REQ TOT UNITS field, the county/tribal nation enters the number of units the person will use for CFSS personal care services. The county/tribal nation: 1. Locates the number of units the person is eligible for in their assessment result. 2. Multiplies that number by the number of days in the SA (no longer than 45 days). 3. Enters the result in the REQ TOT UNITS field. AHC3 screen | The county/tribal nation follows the instructions below to complete the ADDITIONAL COMMENTS field on the AHC3 screen. ADDITIONAL COMMENTS fieldThe county/tribal nation uses the ADDITIONAL COMMENTS field to document: The county/tribal nation must date and initial all comments. Remaining fieldsTo complete the remaining fields, refer to DSD MMIS Reference Guide – AHC3 screen for PCA/CFSS. | ||
Finalize 45-day temporary start | To finalize a 45-day temporary start, the county/tribal nation: 1. Presses function key F9 to prompt the MMIS exception control function. 2. Resolves all exception codes other than: 3. Presses function key F9 again to clear the resolved exception codes. 4. Presses function key F3 to save entries and exit the document. | ||
