Manual banding scenarios

Note: The family residential services (FRS) rate framework sunsets on Dec. 31, 2025, or upon federal approval. FRS with a start date of Jan. 1, 2026, or later will use FRS tiered rates. For additional information about FRS tiered rates, refer to RMS User Manual – FRS and LS: DWRS tiered-rate services.

In some situations, a user will need to manually band to a non-framework rate. This may happen in the following circumstances:

  • · Exception approved by DHS.
  • · MAPCY reduction.

    Exception approved by DHS

    Situation

    The lead agency must first submit an exception request via DWRS Exception Request Application, DHS-5820. DHS will send a determination notification to the lead agency via email. If DHS denies the exception rate, the lead agency should authorize the framework rate.

    Steps if DHS approves exception

    The lead agency must:

    1. Complete the appropriate framework in the MnCHOICES support plan.

    2. Enter the approved exception rate in the unit rate field in the non-framework rate information section.

    3. Choose the “exception approved by DHS” option.

    4. Enter a narrative in the box and the date DHS approved the exception rate.

    5. Select the “calculate & save” button.

    6. Authorize the non-framework exception rate in MMIS.

    MAPCY reduction

    Situation

    When a child receives community residential services or family residential services in a setting eligible for Title IV-E funds, the lead agency might need to adjust the waiver funds. For information about how and when to do this calculation, refer to:

  • · CBSM – Funding for children in foster care settings.

    • No adult older than age 21 should be manually banded for MAPCY reduction.

    Steps once the lead agency determines the waiver rate

    The lead agency must:

    1. Complete the appropriate framework in the MnCHOICES support plan.

    2. Enter the calculated rate in the unit rate field in the non-framework rate information section.

    3. Choose the “MAPCY reduction” option.

    4. Enter a narrative in the box and show the calculation of the waiver service, minus the MAPCY supplemental level.

    5. Select the “calculate & save” button.

    6. Authorize the non-framework rate in MMIS.
