MMIS has many date-sensitive rules for saving and approving LTC screening documents. You must use activity types in specific combinations with activity dates, assessment results and effective dates (i.e., assessment result dates) to meet these requirements. For example, you cannot use activity type 07 to exit a person from a program using an activity type date or effective dates before the dates used to open the program.

Activity type date rules
MMIS has the following rules for activity type dates:
· The activity type date on an LTC screening document cannot be before the activity type date on the last approved LTC screening document.· The activity type date for activity type 09 cannot be the same date as the in-person assessment or more than 90 days after the activity type date of the in-person assessment (activity type 02 or 04).Effective date rules
MMIS has the following rules for effective dates:
· The effective date on an LTC screening document cannot be before the effective date on the last approved LTC screening document. · When using activity types 01–04, 06, 08 and 09, the effective date cannot be more than 60 days after the activity type date.· When using activity type 07 to close a program, the effective date can be no later than the end of the month that follows the current month. · When using activity type 07 for some assessment results, the effective date can be before the activity type date of activity type 07. For more information, refer to CBSM – Temporary waiver exits and restarts: MMIS actions and MMIS LTSS Manual – Relocation and transition assistance.· When using activity type 09 for eligibility updates completed on or after July 1, 2017, the effective date to open, reopen or change a program can be equal to the activity type date of the last activity type 02 or 04 (in-person assessment) when all other eligibility criteria are met, and up to 60 days after the activity type date for activity type 09.Effective date and recipient subsystem rules
MMIS compares effective dates used for home and community-based services (HCBS) program administration to information in the recipient subsystem. These rules ensure people are eligible for Medical Assistance (MA), including LTC, or other allowable Minnesota Health Care Programs when the lead agency establishes or terminates their eligibility for waivers, Alternative Care (AC) or Essential Community Supports (ECS).
MMIS has the following rules for effective dates related to the recipient subsystem:
· When an LTC screening document has a waiver program type (01–08, 11 or 12), the effective date must fall within a major program MA span.· When a person on the AC program (program type 09 or 10) receives a reassessment (activity type 06), the effective date must fall within a major program AC span. · When closing the AC program using assessment result 17, 19–25, 31, 33 or 34 (i.e., exit reasons), the effective date must fall within a major program AC span.· When a person on the ECS program (program type 29) receives a reassessment (activity type 06), the effective date must fall within a major program UN-EC span. · When closing the ECS program using assessment results 17, 19, 22, 23, 24 or 25 (i.e., exit reasons), the effective date must fall within a major program UN-EC span.· For ECS transition (program type 30), the effective date must fall within a major program MA or UN-EC span.
