Comparison of PCA and CFSS

DHS is in the process of replacing PCA with CFSS. For more information about this transition, refer to CFSS Manual – Transition from PCA and CSG to CFSS.

Similarities

Both PCA and CFSS have the option of a 45-day temporary increase to address a person’s change in condition that requires an increased need for services. The lead agency must conduct a full in-person reassessment if the person needs increased services for longer than 45 days.

Differences

There are no differences in this policy for PCA and CFSS.

Overview

A person might experience a change in condition or health status that results in an increased need for PCA/CFSS services. The PCA/CFSS provider agency or the person typically reports this change to the lead agency assessor via telephone.

The following factors may impact the amount of services available to the person:

  • · Change in number of activities of daily living (ADL) dependencies.
  • · Addition of a dependency in a critical ADL.
  • · Change to or addition of complex health-related needs.
  • · Change to or addition of behaviors.
  • Instructions

A person with a temporary change in condition (i.e., 45 days or less) may be eligible for a 45-day temporary increase. For instructions, refer to CFSS Manual – 45-day temporary increase of PCA/CFSS services.

A person with a change in condition longer than 45 days needs a full in-person assessment to determine their eligibility and create a new service authorization. For more information, refer to CFSS Manual – Reassessment for PCA/CFSS services.
