SNAP:
Drug and/or alcohol (DAA) treatment and rehabilitation facilities must meet certain criteria for residents to be eligible for SNAP. The DAA must be either publicly operated or private non-profit and verify that it is:
● | Certified by MN Department of Health for the treatment and rehabilitation of people with substance use disorders as either: |
- | Receiving or eligible to receive Behavioral Health Fund (BHF) payments. The BHF pays a portion of fee-for-service payments for eligible people in Substance Use Disorder (SUD) Services Treatment Programs, or | |
- | Operating to further the purposes of the Substance Abuse Prevention and Treatment Block Grant Program to provide treatment and rehabilitation to people with substance use disorders | |
OR | ||
● | Authorized as an EBT retailer by Food and Nutrition Services (FNS). | |
To determine if the client is eligible for SNAP, verification from the facility will need to be provided that they meet the criteria listed above. Licensure is not required.
A resident of a drug addiction or alcohol treatment (DAA) facility may apply for SNAP. Applicants must designate an authorized representative, who is an employee designated by the DAA facility. Applicants must be certified as one-person households unless their children are living with them, in which case their children must be included in the household with the parent.
Entering a DAA facility
When Person 01 on an active SNAP case enters a DAA facility, they must designate as their authorized representative the employee designated by the DAA facility. If they are not willing to designate the employee as their authorized representative, close SNAP for failure to cooperate with the authorized representative process. See TEMP Manual TE02.08.189 (STAT/FACI - SNAP Recipient Enters/Leaves DAA).
When someone other than Person 01 on an active SNAP case enters a DAA facility, remove the person from the assistance unit. To continue to receive SNAP, they must re-apply through the DAA facility’s designated authorized representative.
Leaving a DAA facility
When a SNAP recipient leaves a DAA facility, the designated employee can no longer act as the authorized representative. When possible the facility must assist the client with reporting their new address to the county or tribal Human Services agency. The facility must return the EBT card with the current month’s prorated allotment to the client or to the county or tribal Human Services agency.
