  • Overview

    This page provides an explanation of maximum staffing hours and a description of the fields in these categories in the Rate Management System (RMS) tool.

    Maximum staffing hours

    Certain service categories have a maximum number of staffing hours that can be entered into RMS.

    For the following service categories, the combined number of staffing hours entered into RMS may not total more than 24 hours of staffing per day:

  • · Home management.
  • · Socialization.
  • · Activities of daily living (ADL) assistance.
  • · Health-related assistance (excluding summoning device).
  • · Mental health management.
  • For the following service categories, maximum staffing hours are based on the person’s case mix:

  • · ADL assistance.
  • · Mental health management.
  • For additional information about the specific case mix maximums, refer to the ADL assistance section and mental health management section below.

    Fields

    DHS recommends gathering the following information before entering data into RMS.

    Provider NPI

    Enter the provider’s National Provider Identifier (NPI) or Unique Minnesota Provider Identifier (UMPI). Do not enter the lead agency’s UMPI.

    Enter the start date and end date to match the MMIS service agreement line.

    Home management

    The six services listed under home management are:

  • · Homemaking (includes light or heavy housekeeping and/or personal or linen laundry).
  • · Shopping.
  • · Individual meal preparation.
  • · Money management.
  • · Assistance making appointments.
  • · Arrange non-medical transportation.
  • There is also a home management notes box in which the user can enter information related to the person’s services.

    Information you need

    Hours per day, hours per week and/or hours per month the person needs each service

    For example, if a person needs homemaking services one hour per week, but one time per month the person also has homemaking services for four hours for heavy cleaning, enter “1” in the hours per week field and “4” in the hours per month field.

    If entering information in more than one input field per service, do not duplicate hours. If the person does not need a service, do not enter information into the input fields.

    Socialization

    The five services listed under socialization are:

  • · Socialization individual staff ratio 1:1.
  • · Socialization individual staff ratio 1:2-5.
  • · Socialization individual staff ratio 1:6-12.
  • · Socialization individual staff ratio 1:13-20.
  • · Socialization individual staff ratio 1:over 20.
  • There is also a socialization notes box in which the user can enter information related to the person’s services.

    Information you need

    Hours per day, hours per week and/or hours per month the person needs each service

    If entering information in more than one input field per service, do not duplicate hours. If the person does not need a service, do not enter information into the input fields.

    Congregate meal preparation

    The four services listed under congregate meal prep are:

  • · Breakfast.
  • · Lunch.
  • · Supper.
  • · Snack.
  • There is also a congregate meal preparation notes box in which the user can enter information related to the person’s services.

    Information you need

    Meals per day, meals per week and/or meals per month the person needs each service

    If entering information in more than one input field per service, do not duplicate meals. If the person does not need a service, do not enter information into the input fields.

    Non-medical transportation

    The 10 services listed under non-medical transportation are:

  • · Driver 1:1.
  • · Mileage 1:1.
  • · Driver number of riders 2.
  • · Mileage number of riders 2.
  • · Driver number of riders 3-5.
  • · Mileage number of riders 3-5.
  • · Driver number of riders 6-10.
  • · Mileage number of riders 6-10.
  • · Driver number of riders more than 10.
  • · Mileage number of riders more than 10.
  • There is also a non-medical transportation notes box in which the user can enter information related to the person’s services.

    Information you need

    Miles per day, miles per week and/or miles per month the person needs each service

    If entering information in more than one input field per service, do not duplicate miles. If the person does not need a service, do not enter information into the input fields.

    ADL assistance

    The nine services listed under ADL assistance are:

  • · Assistance with dressing.
  • · Assistance with grooming.
  • · Assistance with bathing.
  • · Continence care.
  • · Assistance with positioning.
  • · Assistance with eating.
  • · Assistance with walking.
  • · Assistance with wheeling.
  • · Assistance with transferring.
  • There is also an ADL assistance notes box in which the user can enter information related to the person’s services.

    Information you need

    Hours per day, hours per week and/or hours per month the person needs each service

    If entering information in more than one input field per service, do not duplicate hours. If the person does not need a service, do not enter information into the input fields.

    Case mix maximum staffing hours

    People with case mix B may not have more than 4 units per day of ADL assistance. People with case mix D may not have more than 6 units per day of ADL assistance.

    Health-related assistance

    The nine services listed under health-related assistance are:

  • · Med administration or assistance with self-administration.
  • · Verbal or visual medication reminders.
  • · Insulin injections.
  • · Therapeutic exercises.
  • · Delegated clinical monitoring.
  • · Other delegated tasks.
    Note: If entering information in these fields, list the services in the health-related assistance notes box.
  • · Med set ups and monitoring.
  • · Insulin draws.
  • · Summoning device.
    Note: Select yes or no to indicate whether the person uses a summoning device.
  • There is also a health-related assistance notes box in which the user can enter information related to the person’s services.

    Mental health management

    The 12 services listed under mental health management are:

  • · Manage wandering.
  • · Manage orientation issues.
  • · Manage anxiety.
  • · Manage repetitive behavior.
  • · Manage agitation.
  • · Manage self-injurious behavior.
  • · Manage verbal aggression.
  • · Manage physical aggression.
  • · Manage property destruction.
  • · Meet other cognitive/mental health need 1.
  • · Meet other cognitive/mental health need 2.
  • · Meet other cognitive/mental health need 3.
  • There is also a mental health management notes box in which the user can enter information related to the person’s services.

    Information you need

    Hours per day, hours per week and/or hours per month the person needs each service

    If entering information in more than one input field per service, do not duplicate hours. If the person does not need a service, do not enter information into the input fields.

    Case mix maximum staffing hours

    People with case mixes A, D or G may not have more than 2 units per day of mental health management.

    Non-framework rate information – Unit rate

    Enter the non-framework rate amount. Only use this field if the person has a DHS-approved rate exception.

    Select the radio button for exception – Requires DHS approval.

    Enter a narrative to describe the non-framework rate.

    Information you need

    Description of why the person needs a non-framework rate

    The only appropriate reason to use a non-framework rate is for DHS-approved exceptions. If the person does not have a DHS-approved rate exception for the service, they should be at the framework rate and should not be manually banded.
