4.3.12.15 BSF Portability Pool

The Basic Sliding Fee (BSF) Portability Pool assists families who move from one county in which they were receiving BSF child care to another county which has a BSF waiting list. If a family was receiving BSF in the previous county, the family must notify the county they are moving from within 10 days of the move. See Chapter 4.24 (Moving between counties).

Unitary Residency period

The original county remains financially responsible for the family’s BSF child care for the unitary residency period of two full calendar months. A family who moves on or after the first day of a month is considered a participant in the original county for that month. The two calendar month period would start on the first day of the next month. See Chapter 4.24 (Moving between counties) for information regarding a second move after the initial move has been reported.

Required actions by new county

When a family receiving BSF child care moves to your county and no BSF funds are available, approve Portability Pool child care until the date your agency has funding to provide BSF to the family.

  • If the family is put on Portability Pool, add the family to the 4th priority waiting list, effective the date of the move.
  • Note: If at least one parent in the family is under age 21 and pursuing a high school or general equivalency diploma, the family will receive MFIP/DWP Child Care for Student Parents after the unitary residency period if eligibility requirements are met, rather than Portability Pool funding. See Chapter 8.1.18 (Subprogram Changes).
  • Portability Pool and students

    Allow students with post-secondary education plans to follow the education plan approved in the previous county. At redetermination, apply your agency’s criteria for education plans, as identified in your agency’s approved county and tribal child care fund plan.

    Moves during Portability Pool

    If after an initial reported move, the family moves again to a new county while they are receiving Portability Pool funding and the new county has a BSF waiting list, the family continues to be eligible for Portability Pool funding until the date the new county has the funding necessary to provide regular BSF to the family.
