9.15.24 Head Start Full Day Integrated Child Care Programs

Head Start enrolled children are eligible for CCAP payments for child care hours outside of the Head Start hours. In some cases Head Start enrolled children may be eligible for full day CCAP payments that include the Head Start hours, when Head Start and Child Care programs operate a full day integrated model.

A Head Start and Child Care full day integrated program model may operate in a Head Start facility, a child care center, or a licensed family child care provider home that provides Head Start services for at least six hours per day in one facility.

The Department of Children, Youth, and Families (DCYF), has developed an approval process for Full Day Integrated Head Start Programs. Programs that operate a full day integrated model submit documentation as part of their state Head Start grant application. DCYF CCAP Provider Support will add a Provider Note to all eligible programs using the subject “Head Start Full Day Integrated Child Care Program” and identify the program as eligible for this policy.

Steps to determine if a CCAP eligible child enrolled in Head Start is eligible for full day services

  • 1. Determine if the CCAP eligible child is also enrolled in Head Start. This may be based on information from the application, family or child care provider/program.
  • 2. Determine which hours the child attends the Head Start Program.
  • 3. Determine if the program is operating as an integrated full-day Head Start program by reviewing the Provider Notes. Search for a Provider Note with the subject “Head Start Full Day Integrated Child Care Program.”
  • If a Head Start program does not have a Provider Note identifying them as eligible, but provides at least six hours of care per day, contact DCYF using the CCAP Provider Communications Form on SIR to request more information.
