Performance Management system information

What is the Human Services Performance Management system?

The Human Services Performance Management (Performance Management) system, a joint effort between the Department of Human Services (DHS) and the Department of Children, Youth, and Families (DCYF). In 2013, the Minnesota Legislature passed Minn. Stat. § 402A based on recommendations of a steering committee developed in 2009 under the State-County Results, Accountability, and Service Delivery Redesign Act. This legislation authorized the DHS commissioner to implement a Human Services Performance Management system for essential human services, which includes performance measures and thresholds. The legislation also created the Human Services Performance Council and dedicated Human Services Performance Management staff to support the system.

The Performance Management system was created in response to counties’ desire to be proactive in improving service delivery and outcomes for recipients of essential human services programs. It is a collaborative, continuous improvement opportunity for counties, Service Delivery Authorities (SDAs), DHS, DCYF, and community partners to work together to improve the lives of the people we serve.

The State of Minnesota’s human services delivery system provides programs and services to meet the basic needs of all Minnesota residents, including people with limited financial resources, children, people with disabilities, and older adults. Counties, SDAs, and Tribal Nations deliver human services for residents.

In October 2024, the Performance Management team joined DCYF. The scope of the Performance Management System continues to include eleven essential human services from programs administered by both DHS and DCYF. Operation of the Human Services Performance Management System is an ongoing collaboration between the two departments. This allows for improvement efforts across a system view of the human services landscape.

What is the Human Services Performance Council?

The work of the Human Services Performance Council is to advise the DHS and DCYF Commissioners on the implementation and operation of the Human Services Performance Management System, including county performance, management, and departmental procedures. The 20-member Human Services Performance Council was developed through legislation, Minn. Stat. § 402A.16, to advise the DHS commissioner on the implementation and operation of the Human Services Performance Management System, including county performance and departmental procedures.

How is the DCYF Performance Management team organized?

The Performance Management team consists of a manager a data analyst, an evaluation coordinator, an equity director for counties, and three performance improvement coordinators. The Performance Management team is here to assist county directors, leadership, and staff.
