Community-Based Services Manual (CBSM)

The CBSM is a resource for lead agencies who administer home and community-based services that support older adults and people with disabilities. The Aging and Adult Services (AASD) and Disability Services (DSD) divisions publish guidance on and explanation of policy in the manual.

    Vulnerable adult/developmental disability targeted case management (VA/DD-TCM)

    Made the following changes:

  • · Added a resource to help with eligibility decisions for vulnerable adults in the eligibility, additional resources and assessment sections
  • · Updated the provider standards and qualifications section for vulnerable adults, per recent changes to the state plan amendment
  • · Clarified the duty of counties and contracted vendors as mandated reports to immediately refer adults who are vulnerable and suspected of being maltreated to the Minnesota Adult Abuse Reporting Center (MAARC)
