Definition

Homemaker: Services that help a person manage general cleaning and household activities.

Eligibility

A person is eligible to receive homemaker services when either of the following is true:

  • · The person needs support to manage the general cleaning and household activities.
  • · The primary caregiver who is regularly responsible for these activities is unable to manage them or is temporarily absent. Refer to the secondary information section for additional information about primary caregivers.
  • Covered services

    There are three types of homemaker services:

  • · Homemaker cleaning.
  • · Homemaker home management.
  • · Homemaker assistance with activities of daily living (ADLs).
  • Cleaning

    Homemaker cleaning services include home cleaning tasks exclusively, such as:

  • · Light housekeeping tasks.
  • · Laundry services.
  • Homemaker cleaning also includes monitoring the person’s well-being while in the home, including home safety.

    Home management

    Homemaker home management providers deliver homemaker cleaning services and, while onsite, provide incidental assistance with home management activities as needed. However, homemaker cleaning must be the primary service provided.

    Home management activities may include assistance with:

  • · Arranging for transportation.
  • · Preparing meals.
  • · Shopping for food, clothing and household supplies.
  • · Performing simple household repairs.
  • Homemaker home management also includes monitoring the person’s well-being while in the home, including home safety.

    Assistance with ADLs

    Homemaker assistance with ADLs providers deliver homemaker cleaning services and, while onsite, provide incidental assistance with ADLs as needed. However, homemaker cleaning must be the primary service provided.

    Assistance with ADLs includes assistance with:

  • · Ambulating.
  • · Bathing.
  • · Dressing.
  • · Eating.
  • · Grooming.
  • · Toileting.
  • Homemaker assistance with ADLs also includes monitoring the person’s well-being while in the home, including home safety.

    Non-covered services

    Not covered within the service

    Homemaker does not cover:

  • · Training.
  • · Habilitation.
  • Services that cannot be authorized with homemaker

    The lead agency cannot authorize services when:

  • · The services duplicate other Minnesota state plan or waiver services the person already receives (e.g., chore, transitional services – BI, CAC, CADI and DD or transitional services – AC and EW).
  • · The person lives in a licensed setting (e.g., foster care or supervised living facility).
  • · The person receives adult foster care, community residential services, family residential services or customized living (including 24-hour).
  • Remote support

    Homemaker home management can be delivered through remote support. Services delivered through remote support must meet all the requirements listed on CBSM – Remote support.

    Limitations

    A person receiving homemaker cleaning services is not required to be present for the provider to deliver the service. However, a person must be present for the provider to deliver homemaker home management and homemaker assistance with ADLs.

    A person who receives integrated community supports (ICS) can only receive homemaker services if a different provider delivers the services.

    Secondary information

    Primary caregiver

    AC, ECS and EW

    Under AC, ECS and EW, the primary caregiver does not need to reside at the same address as the person who receives services.

    BI, CAC, CADI and DD

    Under the BI, CAC, CADI and DD waivers, the primary caregiver must both:

  • · Maintain a primary residence at the same address as the person who receives services.
  • · Be the owner or lessee of the primary residence.
  • Habilitation (DD Waiver only)

    If a person chooses to have a parent or unpaid primary caregiver provide habilitation, the lead agency must:

  • · Ensure the person’s assessment supports the need for homemaker or respite services to free up the unpaid primary caregiver to provide habilitation.
  • · Document in the support plan how the person's habilitation needs are being met.
  • · Authorize homemaker or respite services on the person’s service agreement.
  • Homemaker is not a habilitation service. For more information, refer to CBSM – Habilitation.

    Provider standards and qualifications

    Homemaker cleaning services are approval-option: direct-delivery services. For more information, refer to CBSM – Waiver/AC service provider overview.

    License requirements

    Providers must be able to perform the cleaning duties expected and provide a cost-effective means of meeting the person’s home-cleaning needs.

    Counties and tribal nations may approve non-enrolled vendors who meet state service standards to deliver homemaker cleaning services. For more information, refer to CBSM – Lead agency oversight of waiver/AC approval-option service vendors.

    MCOs should follow their procedures for approving non-enrolled vendors. For additional information, contact the MCO.

    Home management and assistance with ADLs

    Homemaker home management and homemaker assistance with ADLs are DHS enrollment-required services. For more information, refer to CBSM –Waiver/AC service provider overview.

    License requirements

    Unless excluded, providers of either of these services must meet one of the following requirements:

  • · Have a license under Minn. Stat. Ch. 245D as a basic support service provider.
  • · Have a license under Minn. Stat. Ch. 144A with a home and community-based services designation.
  • 245D exclusion

    In some cases, a person who receives homemaker home management or homemaker assistance with ADLs can use an individual provider who meets requirements for exclusion from 245D licensure. For more information, refer to CBSM – Exclusions from 245D licensure.

    Background study

    To provide homemaker services, providers must have a background study. For more information, refer to CBSM – Waiver/AC service provider overview – Required DHS background studies for direct-contact services.

    Reporting

    Providers licensed under 245D must report all uses of controlled procedures, emergency use of manual restraint and prohibited procedures according to Minn. Stat. §245D.06, subd. 5 to DHS via the Behavioral Intervention Report Form DHS-5148.

    Authorization, rates and billing

    The lead agency authorizes homemaker cleaning, home management and assistance with ADLs at the pre-determined, 15-minute rate.
