Definitions

Chore services: Assistance provided to a person or their primary caregiver to help maintain a clean, sanitary and safe environment.

Primary caregiver(s): Person or people principally responsible for the care and supervision of a person who receives services.

Eligibility

AC, ECS and EW

Under the Alternative Care (AC), Essential Community Supports (ECS) and Elderly Waiver (EW) programs, a person can receive chore services if one of the following is true:

  • · Neither the person nor anyone else in the household is capable of performing chore services.
  • · Neither the person nor anyone else in the household is financially able to provide chore services.
  • · Chore services allow the caregiver to provide other needed supports to the person.
  • BI, CAC, CADI and DD

    Under the Brain Injury (BI), Community Access for Disability Inclusion (CADI), Community Alternative Care (CAC) and Developmental Disabilities (DD) waivers, a person can receive chore services if either of the following is true:

  • · The person or primary caregiver is not capable of performing chore services.
  • · Chore services allow the primary caregiver to provide other needed supports to the person.
  • In addition, the person must live in their own home or their primary caregiver’s home.

    Covered services

    Chore services include, but are not limited to the following activities:

  • · Rent a dumpster or dispose of trash.
  • · Exterminate and provide pest control, limited to a reasonable number of treatments required to alleviate the pest problem.
  • · Perform general indoor and outdoor home maintenance (e.g., lawn care, snow removal).
  • · Deliver groceries when the delivered products meet the majority of the person’s total grocery needs for at least seven days.
  • · Perform heavy household chores (e.g., secure loose rugs, wash floors, windows and walls).
  • · Move or remove large household items and heavy appliances to provide safe access to and exit from the home.
  • · Pack the person’s belongings.
  • · Rearrange or secure household items to prevent injuries or falls.
  • Non-covered services

    Not covered within the service

    Chore services do not cover:

  • · Moving the person’s belongings to a new residence.
  • · Services that are included in the person’s or caregiver’s lease agreement and/or are the landlord’s responsibility (e.g., snow removal, lawn care, pest control).
  • Services that cannot be authorized with chore services

    The lead agency cannot authorize chore services when the services duplicate other state plan or waiver services the person already receives.

    The lead agency cannot authorize chore services if either of the following is true:

  • · The person lives in a licensed setting.
  • · The person receives adult foster care, community residential services, customized living (including 24-hour customized living) or family residential services.
  • Secondary information

    Services under all waiver/AC programs must meet the requirements listed in the services section of CBSM – Waiver/AC programs overview.

    Assessed needs

    Chore services must provide cost-effective, appropriate means of meeting the person’s assessed needs, as identified in their support plan.

    If the person also receives homemaker services or individual community living supports (ICLS), their support plan must be specific enough to ensure there is no service duplication.

    Primary caregiver

    AC, ECS and EW

    Under the AC, ECS and EW programs, if the person has a primary caregiver (as defined above), the primary caregiver does not need to live at same address as the person who receives services.

    BI, CAC, CADI and DD

    Under the BI, CAC, CADI and DD waivers, if the person has a primary caregiver (as defined above), the primary caregiver must:

  • · Maintain their primary residence at the same address as the person who receives services.
  • · Be an owner or lessee of the primary residence.
  • Provider standards and qualifications

    Chore services are approval-option: direct-delivery services. For more information, refer to CBSM – Waiver/AC service provider overview.

    Structural pest control applicators must meet the licensing requirements and standards in Minn. Stat. Ch. 18B.

    Authorization, rates and billing

    The lead agency authorizes chore services daily at the market rate. The lead agency authorizes chore services 15-minute at a market rate that does not exceed the rate limit set in Long-Term Services and Supports (LTSS) Service Rate Limits, DHS-3945 (PDF).
