REFUGEE MEDICAL ASSISTANCE
ISSUE DATE: 04/2026
Refugee Medical Assistance (RMA) is a federally authorized short-term program providing medical assistance to refugees. Before reviewing RMA eligibility, review MA eligibility first for all bases of eligibility.
ORR-Eligible people who receive RCA may be eligible for RMA if they are not eligible for Medical Assistance (MA). ORR-Eligible people are not required to have RCA eligibility as a condition for RMA eligibility. See 0030 (Refugee Assistance Programs).
If the person loses MA eligibility due to increased earnings, they remain eligible for RMA without an eligibility determination for the remainder of the RMA eligibility period.
For additional information on RMA, see the Minnesota Health Care Programs Eligibility Policy Manual and TEMP Manual for Refugee Medical Assistance![]()
