Regional positive support capacity building meetings

Discussion: Statewide regional meeting Dec. 10. 2025. Twin Cities meeting had an RRS speak on assistance and technical support they offer lead agencies. At the Arrowhead meeting the main topic was a presentation by an intern. Discussion led to doing things within the area that involved more arts-based themes to bring in more people from the community.
Simplify and organize online DHS materials and training resources related to positive support services
Communication resource is done, currently with eDOCs for posting.
Intervention services redesign
The project continues to move forward. The project is delayed at least six months based on procedural issues with the survey approval. The recent announcement of a service moratorium on 245D licenses will delay project implementation until at least 2028. Currently the group is focused on crisis respite updates and have added proposed language for specialist support surrounding demanding outdoor physical activities for individuals it would benefit.
Direct care workforce shortage
Service rates and compensation project is expected to be published next week. Next project will focus on determining training requirements for those direct care positions throughout Minnesota.

Discussion
Annual goal
The committee’s goal is: Create and maintain training materials as needs are discovered and as project opportunities emerge. Some projects may include: PSTP examples, reinforcement (token) programs, implementing Minnesota Rule 9544 for 245D-licensed providers, trainings for specific behaviors or disorders (PICA, fecal smearing, self-harm ingestion), and relating that to state regulations.
