Purpose: To announce a temporary licensing moratorium for adult day care centers

Adult day care center temporary licensing moratorium
Effective Feb. 1, 2026, DHS will implement a temporary licensing moratorium for adult day care centers. We expect this moratorium to end Jan. 31, 2028.

Under this moratorium, DHS will:
Lead agency actions
By Friday, Feb. 6, 2026, lead agencies must email their adult day care licensing moratorium liaison’s name and contact information to DHS at licensemoratorium.dhs@state.mn.us. The adult day care licensing moratorium liaison can be the same as the 245D moratorium liaison or another person.
Information sessions
On Thursday, Jan. 29, 2026, DHS will hold three identical online information sessions for lead agencies. Registration is not required.
The information sessions will cover the adult day care center licensing moratorium exception process. Most of the information is the same information we presented about the 245D licensing moratorium exception process.
