AASD and DSD eList announcement

CFSS implementation updates

DHS began the transition from PCA and CSG to CFSS on Oct. 1, 2024. We will provide regular updates throughout the transition.

People receiving PCA on AC

People receiving PCA on AC must transition to CFSS by March 31, 2026. Case managers must work with people to find other AC services or informal supports to meet their personal care needs until they have an approved CFSS service delivery plan. For more information, refer to the March 10, 2026, eList announcement.

Previous DHS communication to counties/tribal nations

To help counties/tribal nations support people transitioning to CFSS, DHS emailed each county/tribal nation a list of people they serve who receive PCA services on AC and have not transitioned to CFSS. We emailed these lists to each county/tribal nation’s long-term care coordination (LTCC) administrative contact at the end of January 2026 and again at the end of February 2026. We will send each county/tribal nation their final list by March 27, 2026.

Future AC authorizations

Effective April 1, 2026, for people on AC:

  • · MMIS will post an exception code when a county/tribal nation tries to edit a service agreement that contains a PCA line with a start or end date on or after April 1, 2026.
  • · DHS will deny all PCA claims for services provided on or after April 1, 2026.
  • For future AC authorizations, counties/tribal nations must:

  • · Authorize CFSS when they create a new service agreement with personal care or add personal care to an existing service agreement.
  • · Include a CFSS model modifier (i.e., U9 or UB) or a 45-day emergency start modifier (i.e., U8) when they add a personal care (T1019) line to a new or existing service agreement.
  • These instructions apply to people who:

  • · Are new to AC.
  • · Currently use AC and add personal care services.
  • · Transfer from one county/tribal nation to another.

    MMIS system updates

    DHS continues to test and fix bugs in MMIS. Counties/tribal nations can use Service Agreement and Screening Document (SASD) Support Team Portal, DHS 3754 to report issues to DHS.

    Training

    DHS made the following changes:

  • · Updated the CFSS consultation services training with additional modules, improvements and a test. All CFSS consultation services lead employees must complete the updated training by June 30, 2026. For more information, refer to CFSS Manual – CFSS consultation services provider requirements.
  • · Removed the PCA policy for counties and tribal nations training from TrainLink.
