The DSD Fiscal Policy team will provide an overview of the CMS-approved exceptions changes and additional supervisory review requirements we are implementing July 1, 2026.

Agenda

This session will cover:

  • Overview of Minn. Stat. §256B.4914, subd 14 limitations on rate exceptions for residential services.
  • Changes to allowable cost drivers.
  • Assessment and documentation changes for people with behavioral needs.
  • Renewal cost reporting requirements.
  • DHS guidance on Minn. Stat. §256B.092, subd. 3b: service authorizations and service agreements.
  • Criteria for lead agencies to accept service agreements.
  • Delegation of supervisor approvals to contracted case management supervisors.

Target audience

Lead agencies and contracted county supervisors.
