Human Services Performance Management System
The Human Services Performance Management (Performance Management) system was established in 2013, in accordance with Minn. Stat. § 402A. Performance Management was created in response to counties’ desire to be proactive in improving service delivery and outcomes for recipients of essential human services programs. It is a collaborative, continuous improvement opportunity for state, county, Service Delivery Authorities (SDAs), and community partners to work together to improve the lives of the people we serve.

Mission
We work to improve performance in the Minnesota human services system by building meaningful connections, measuring and reporting performance, providing data-informed improvement assistance, advancing equity to reduce disparities, and advocating for system change.
Equity Partnership
The Performance Management system includes the work of the Equity Partnership, a joint effort between DHS, DCYF, counties, and the Minnesota Association of County Social Services Administrators (MACSSA). Members of the Equity Partnership use a collaborative approach to focus on systemic issues in the human services system to eliminate racial and ethnic disparities. The Equity Partnership works closely with leaders, directors and staff from DHS, DCYF, counties, and SDAs in diversity, equity, and inclusion efforts.
