Minnesota Permanency Demonstration Project
Minnesota Permanency Demonstration Project (MnPD)
Children were enrolled in a study to test the advantages and disadvantages of a change in publicly funded benefits for families who choose to adopt or accept transfer of permanent, legal and physical custody in the foster care system.
The project operated in Minnesota from October 2005 through September 2010 as a federally authorized Title IV-E Child Welfare Demonstration Project. A recently completed analysis of the results, contained in the report, Minnesota Permanency Demonstration: Final Evaluation, draws qualified conclusions in support of a single benefit as enhancing the well-being of children by establishing permanent homes and relationships with foster parents.
