16.24 Types of Child Care Settings

ISSUE DATE: 08/2026

The child care assistance program will pay for care at 4 types of child care settings.

Type of Provider	Description
Licensed Center. Child Care Assistance Program Policy Manual 11.3 (Licensed Child Care Providers).	A center licensed by Minnesota, another state or a Tribal Nation.
Licensed Family Child Care Provider. Child Care Assistance Program Policy Manual 11.3 (Licensed Child Care Providers).	A family child care provider licensed by Minnesota, another state or a Tribal Nation. Care is typically in the provider’s home.
Certified License-Exempt Center. Child Care Assistance Program Policy Manual 11.6 (Certified License Exempt Centers).	A center that is exempt from being licensed. Are certified by the State of MN and verified the center meets federal requirements for receiving CCAP. These programs often provide care only to preschool or school age children.
Legal Non-Licensed Provider. Child Care Assistance Program Policy Manual 11.9 (Legal Non-Licensed (LNL) Providers).	Typically family, friends, or neighbors. Registered with the State of MN. Be a person who provides care legally - cares only for children related to them or provides care to children from a single, unrelated family. Care is typically in the provider’s home. Care in the child’s home can be approved in limited situations. See Child Care Assistance Program Manual 11.27 (In-Home Child Care Requests and Provider Information).
