Permanent remote adult day services option available July 1, 2023

Remote adult day services will be a permanent option for licensed adult day services providers beginning July 1, 2023.

On June 30, 2023, the temporary authority to provide alternative adult day services will end. During the COVID-19 peacetime emergency, DHS authorized licensed adult day services providers to deliver services in alternative ways, as described on DHS – Adult day services provided during the COVID-19 emergency FAQ.

Planning and preparation

DHS is sharing this information now to allow lead agencies and providers time to learn how to offer, authorize and provide permanent remote adult day services.

DHS encourages providers to train their staff on the requirements for remote services and the use of equipment, as necessary, using the following policy and training resources.

Policy information

Remote adult day services is not a new service. It is a new service delivery method to deliver adult day services to people who both:

  • · Receive in-person adult day services.
  • · Can use technology and devices required to participate in remote service delivery from their home.
  • A person who receives remote adult day services must also receive in-person adult day services at least quarterly, as documented their support plan.

DHS updated CBSM – Adult day services with policy information about:

  • · Provider licensing requirements, including additional requirements specific to remote services.
  • · How to find a provider licensed to provide remote adult day services.
  • Training information

DHS released an on-demand, online training for lead agency staff and providers to better understand the new remote adult day services option. To find the course, visit TrainLink and search for course code “AASD-RADS” or course title “Remote Adult Day Services: Training for Lead Agencies and Providers.”

    Rates and authorization

The rate for remote adult day services is the same rate as in-person adult day services. For service dates on or after July 1, 2023, lead agency staff will authorize remote adult day services in MMIS using the adult day HCPC code (S5100) with a new modifier (U4). Refer to Long-Term Services and Supports Service Rate Limits, DHS-3945 (PDF) for current rates.
