Purpose: To ask DWRS and CFSS agency-model providers to update their authorized agent information

DHS to continue DWRS cost reporting and begin CFSS cost reporting

Effective June 1, 2025, DHS will begin to collect DWRS and CFSS cost-reporting data.

We are beginning CFSS cost reporting in 2025 because the Minnesota Legislature directed us to develop and implement a cost review for organizations that provide CFSS agency-model services (as directed under Minn. Stat. §256B.851, subd. 8).

DHS actions

DHS will:

  • · Collect DWRS and CFSS cost-reporting data on an ongoing basis.
  • · Use the data to inform policymakers about the costs to provide DWRS and CFSS services.
  • · Make evidence-based recommendations to the legislature about DWRS and CFSS payment rates.
  • Timeline

    On March 31, 2025, DHS will select provider organizations to participate in the 2025 DWRS and CFSS cost reporting cycle. We will email the selected providers’ authorized agents to explain:

  • · Information to include in the cost report.
  • · Instructions to log into the DWRS and CFSS cost reporting systems to complete the cost report.
  • Provider actions

    DHS asks providers to update their authorized agent information in the Minnesota Provider Screening and Enrollment (MPSE) portal. For more information, refer to MPSE Manual – Home.
