Training announcement: Understanding Change of Ownership: What Early Intensive Developmental and Behavioral Intervention (EIDBI) Providers Need to Know

Date and time

9 to 10 a.m. on Wednesday, Sept. 10, 2025

Description

DHS will host a training about what EIDBI providers need to know about a change of ownership. When an agency owner sells or transfers an EIDBI provider entity, they must report a change of ownership to DHS using the Provider Entity Sale or Transfer Addendum, DHS-5550 (PDF).

This training will cover the required steps, timelines and documentation needed to avoid billing interruptions and ensure compliance with Minnesota Health Care Programs (MHCP) enrollment standards during a change of ownership. The processing timeline for ownership changes is the same as a new enrollment, so early preparation is critical.

Learning objectives

After the training, participants will be able to:

  • Submit Provider Entity Sale or Transfer Addendum, DHS-5550 (PDF) and required enrollment documents for a change of ownership.
  • Follow the credentialing requirements and timelines necessary to ensure a smooth transition and avoid payment disruptions.
  • Explain how provider enrollment and compliance (PEC) reviews and processes ownership changes, including how these changes may impact provider enrollment and payments.

Target audience

Providers preparing for an ownership change, including:

  • Agency owners.
  • Administrators.
  • Billing staff.
  • Compliance staff.
