CFSS implementation updates

DHS began the transition from PCA and CSG to CFSS on Oct. 1, 2024. We will provide regular updates throughout the transition.

DHS is working to create redirects for the old URLs.

Policy manual

DHS made the following changes:

· Updated CFSS Manual – Resource: CFSS mid-year changes for counties and Tribal Nations to state that if a person changes consultation services providers, the provider must coordinate with the county or Tribal Nation to update the person’s service agreement. DHS will no longer accept requests from consultation services providers to update the service agreement in this situation.

· Comprehensively reviewed CFSS Manual – PCA/CFSS provider agency training requirements and removed PCA Steps for Success and the CFSS transition training for PCA agencies.

MMIS system updates

DHS continues to test and fix bugs in MMIS. Counties/Tribal Nations can use Service Agreement and Screening Document (SASD) Support Team Portal, DHS 3754 to report issues to DHS.

Training

DHS posted translations of CFSS Information Session:

· Lus Hmoob: Qhov Vis Dis Aus Ntaub Ntawv Piav Qhia Cov Ntsiab Lus CFSS.

· Af Soomaali: CFSS Information Session – Somali translation.

· Español: CFSS Information Session – Spanish translation.

DHS removed the CFSS transition training for PCA agencies and its associated test from PCA and CFSS Training and Tests. For more information, refer to CFSS Manual – PCA/CFSS provider agency training requirements.

Tools

DHS updated the CFSS calculator – budget model with tools to help people plan for budget increases resulting from tiered wages.

Consultation services providers reminders

Consultation services providers must:

· Confirm all fields in the CFSS provider agency section of a person’s CFSS service delivery plan are complete and accurate.

· Complete the updated version of the CFSS consultation services provider training in TrainLink (course code CFSS_CS) by June 30, 2026.

Lead agency reminders

Lead agencies must always authorize six units of consultation services and the full worker training and development budget listed on Long-Term Services and Supports Service Rate Limits, DHS-3945 (PDF). This includes service increase authorizations.

People do not need to have an activities of daily living (ADL) dependency to include covered ADL supports in their CFSS service delivery plans. For more information, refer to CFSS Manual – CFSS service delivery plan development and approval process.
