
WHAT’S NEW: SSIS V23.4 – Pilot 2 DRAFT
Contents
Security
- For Prevention Services, two new Functions, which are available to add to chosen agency created Roles, related to new eligibility requirements on the New Prevention Services or Foster Care Candidacy Eligibility screens:
- "Approve Foster Care Candidacy" - assign to the agency’s Foster Care Candidacy Specialist, the IV-E designee who is responsible for approving the DHS-5410 Foster Care Candidacy Forms.
- "Prevention Svcs/FC Candidacy" - assign to the chosen agency staff after they have completed the required Prevention Services training.
- Changing Passwords – if SSIS goes idle after a password change, SSIS will reconnect without errors. The User will continue to be Logged On.
Adult Protection
- Print VA Maltreatment Report with (without) Reporter: Sections C (Initial Reporter), H (Guardian/Conservator), I (Witness), and J (Other Roles) are updated to display each participant only once, with all the participant's addresses under their name.
- Interventions Tab: Hovering over an intervention will display the description of the intervention.
- Initial Disposition Exceeding 5 Business Days (general report): Report correctly excludes maltreatment reports submitted to the agency for emergency protective services only.
Child Maltreatment
- Child Maltreatment Report – Child Maltreatment Report: Corrections to any existing Child Protection workgroups where the "Maltreatment Determined After Reconsideration/Appeals" on the allegation or maltreatment report had incorrectly displayed "No".
Documents
- New document added to the "Placement" category with title "Summary of Support and Services for Children to Return Home". [Attach local agency header from the RTF Document Template Header screen]
- RTF Document Template Editor: New menu option for deleting a local agency created RTF Document header. The ‘Delete’ menu option is enabled for headers that are not linked to a state document in the checkbox list. *See ‘Known Defects’ for related defect which prevents attempting to delete newly created headers – created after Pilot release.
Document Template Editor
- New Merge set under "+Participant" for both templates that are "Service Plan" and "Workgroup" type: "+ICWA Eligibility Determination" with sub-item "Calculated ICWA Determination". This new merge field set pulls information from the Participant "ICWA Eligibility/Determination" record.
- Template Properties: When "Type" is "Service Plan", the "Format" field now includes options for "In-home Service Plan" and "Minor Parent Assessment and Service Plan".
Child Safety & Permanency
State Service Plan Changes
- The NEW In-home Service Plan is a family service plan that takes the place of the existing ‘Child Protective Services Plan’ and ‘Family Assessment Service Plan’. This plan is under the template name In-home Service Plan.
- This plan will also be used for families who are utilizing Prevention Services as part of the Family First Prevention Services Act (FFPSA). If a family is being provided Prevention Services as part of FFPSA, the services outlined in the plan must be child specific. The child-specific plan for FFPSA is embedded within the In-home Service Plan. The plan must be signed and activated in SSIS prior to determining eligibility for Prevention Services.
- The following state service plans no longer display in the "Document template" and have also been removed from the ‘External Documents’ links:
- ‘Child Protective Services Plan’
- ‘Family Assessment Service Plan’
Both existing service plans can be copied forward to the new ‘In-home Service Plan’. As always, be sure to review and update all fields copied to ensure they match what is needed in the new plan fields. Note that the ‘Family Assessment Service Plan’ will only copy forward plan date, signature names, and Risks field.
QRTP EPR Review calculation update
- QRTP Extended Placement Reviews now consider Out-of-State Facility (OSF) and Tribally Licensed/Approved (TR) manually entered licensed when calculating review periods.
Person
- Race: New warning message added when selecting “Unable to determine – abandoned child” as a reminder to not select this option for clients in Adult Protective Service Workgroups.
Programs & Services
- Service 541 - Env. Accessibility Adaptations, Spec. Equip. & Supplies, HCPCS/Modifiers are available 07/01/2023 for:
- T2029 UB - Assistive Technology/Equipment Billing: DD waiver client, Time = No, Payments = Yes, Diagnosis = Yes, and Not Automated.
- T2029 UD - Assistive Technology/Assessment Billing: DD waiver client, Time = No, Payments = Yes, Diagnosis = Yes, and Not Automated.
- The General Report "Payments - Not Automated, Potentially Billable" will include Payments for this Service when either of the HCPCS/Modifiers are entered.
- Service 604 - Adult Protection Investigation & Service Response: For Healthcare Claiming, Claimable Activities: Client Contact and Collateral Contact End 12/31/2023 for the following HCPCS/Modifiers:
- T2023 U1 - VA/DD-TCM, face-to-face
- T2023 U1 U4 - VA/DD-TCM, telephone
- Service 127 - Kinship Navigator: In the Service Details tab, the most current record indicates Vendor Provided = No, Staff Provided = No and County May Override = No. This Service continues to be unavailable for use.
- Service 401 – Information and Referral - A New County Sub-Services (state owned) will be available 01/01/2024:
- 402 - Adult Mental Health Initiative Fiscal Host Fee
- 403 - Community Support Program Fiscal Host Fee
- NEW (state owned) County Sub-Service, ‘404 – Adult Protection’ will be available 01/01/2024 for 33 Services in the 600 series: 601, 602, 603, 604, 615, 616, 618, 619, 621, 622, 623, 624, 625, 627, 628, 629, 634, 637, 638, 641, 644, 645, 647, 648, 649, 650, 655, 656, 671, 681, 689, 695.
- County sub-service field on Payments and Service Arrangements, wherever they display: When a sub-service is selected, both the number and the text description now display in the field instead of just the number. (However, the subservices are not sorted in numeric order.)
Changes specific to Prevention Services - NEW after Pilot 2
- Service 102 – Community Education and Prevention the Description is changing to Community Education starting 07/01/2023.
- Service 193 - General Case Management, a new County Sub-Service 400 - Motivational Interviewing (state owned) is available starting 09/01/2023.
- NEW Service 103 - Prevention Services is available starting 09/01/2023.

Fiscal
Child Foster Care Report - FFPSA:
- New Proofing Message #1294 – Warning: “The provider (license # and IV-E subcode combination) is not FFPSA certified for the first 14 days of the placement.” This Warning applies to payments made for the first 14 days of FFPSA/CCI Group provider placements for Potential Specialized Setting certifications of QRTP and SILS only. This message will only display when another IV-E sub code for the license # is certified for the Potential Specialized Setting Certification on the placement.
- QRTP Extended Placement Reviews now consider Out-of-State Facility (OSF) and Tribally Licensed/Approved (TR) manually entered licensed when calculating review periods.
- Addition of Certified Facility End Date to Message #1289: Cannot Claim for days 15 and after the placement start date if the facility is not a FFPSA certified facility on or before the payment service start date and through the payment service end date, for the Service Provided.
- Child Foster Care Report – Out-of-State Facility (OSF) and Tribally Licensed (TR) licensed are now included in checks for valid licenses for FFPSA CCI/Group provider payments. Impacts FFPSA CCI/Group provider payment proofing messages:
- QRTP related: 1283, 1284, 1285, 1286, 1290, 1291, 1292, 1293, 1297, 1295.
- SILS related: 1296 and 1298.
- New QRTP/SILS Warning message: 1294.
Healthcare Claiming
- Interactive Video will now claim as a CW-TCM Phone contact when used in conjunction with Activity 15 – “CW-TCM eligible contact 60+ mi from cnty. Border”. The workaround was previously to record Interactive Video as a telephone contact to allow it to claim as with HCPC/Modifiers T2023 U3 U4.
Payment Interface
- "Interface Settings" has been removed from the Tools main menu dropdown in SSIS Administration. The option was previously grayed out and could not be used, but it has now been removed entirely from the menu.
Payments
- Effective 10/01/2023 through 12/31/2023, FMAP maintenance rates are split as Federal = 52.99% and State = 47.01%. Tribal FMAP rates have been updated to 84.5% for Tribal and 15.5% for State.
SEAGR
- SEAGR Enhancements: for Service 419 - Court-Related Services and Activities added to SSIS 01/01/2022:
- For Service 419 - Court-Related Services and Activities added to SSIS 01/01/2022: Payments no longer need to be manually adjusted for this Service. The SEAGR units will now display on the report appropriately.
- Revenue code S02 is now unlocked for agencies to edit the amount and description.
