Training: Calculating Elderly Waiver residential services rates in the MnCHOICES Support Plan (MnSP)

Non-delegate counties and tribal nations: Use MTZ-SP usernames and passwords from MnSP launch.
- Staff will use CSSPs created in the earlier launch to practice with the Elderly Waiver (EW) residential services (RS) tool. Provide staff who are new to MnSP with a username, password and a duplicate assessment. Have the user create a community support plan (CSP)/CSSP and then do their work in a CSSP.
MCO or MCO delegate: If you have staff who are using the RS tool without an MnA assessment, search for the duplicate person and create a plan at the person level. Mentors may submit the MnCHOICES Help Desk Form to request duplicate people.

Setting up your training
Non-delegate counties and tribal nations
- Staff will use CSSPs created in the earlier launch to practice with the RS tool.
MCO or MCO delegate: If you have staff who are using the RS tool without an MnA assessment, search for the duplicate person and create plan at the person level.
- Take the CSSP or rate plan module and all the RS tool modules to assist your trianing.
- If new to MnSP, search for the person your mentor provides and create a rate plan.
- When the plan opens you will be taken to the about plan tab.
- Go to the assignment section and look to see if you have been made the plan owner and save.
- Go to the services tab, add an EW agreement and complete the necessary fields.
- Click add service.
- In the service line, choose an EW residential service (customized living or foster care).
- Enter the number of units needed for this service. Typically, this is 365 days for a full-year waiver.
- Enter the National Provider Identifier (NPI).
- Click get rate.
- To re-open the rate plan, go to “My Plans” to review old plans. Select assigned to me as plan owner in “View,” and select open in “Status.” Click on the plan to re-open your rate plan or CSSP.
- Use the “?” symbol in the upper-right hand corner of the screen to access the MnSP user manual. It provides information about each item and section.
Try It! Module exercises
These instructions assume you have completed the CSSP/rate plan module (County/MCO), the RS tool training modules and the Setting Up Your Training section above.
Use modified data from an existing RS tool workbook to assist your training: Be sure to modify the data to protect personal privacy and health data. When you are ready, complete these short practices exercises:
Module 1: Introduction to the MnSP residential services (RS) tool
- Complete the introduction.
Module 2: RS tool: Person and provider and Additional details tabs
- Go to “My Plans” and find your rate plan.
- Click the rate plan ID to open the plan.
- Navigate to the RS tool: Go to the services tab, click the plus sign on the EW service agreement. Click the plus sign on the service line and choose edit. Go the bottom of your service line and click get rate. You are now in the RS tool.
- Review the person and provider tab. Enter scores greater than 0 in the special treatment, orientation, clinical monitoring and behavior fields.
- Complete the additional detail tab information.
- Save and close.
- Save and close the service line.
- Exit the application.
Module 3: RS tool: Person and provider tab
- After you log in, go to “My Plans” and locate your rate plan. Select assigned to me as plan owner in “View” and rate plan in “Document Type.”
- Open your rate plan.
- Go to the Services tab.
- Go into the EW agreement and select edit on the service line.
- Go to the bottom of the page and click get rate.
- In the person and provider tab, practice searching for the “Housing with Services” health facility identification (HFID) number.
- Complete the required fields.
- Click save and close.
- Save and close the service line.
- Exit the application.
Module 4: RS tool: Service detail tab
- In your rate plan, go into EW agreement and choose edit on the service line.
- Go to the bottom of the page and click get rate.
- Go to “Service Detail” and complete your planning.
- Save and close.
- Save and close the service line.
- Exit the application.
Module 5: RS tool: Rate information tab
- In your rate plan go into an EW agreement and select edit on the service line.
- Go to the bottom of the page and click get rate.
- Go to “Rate Information.”
- Review the error and notification information section and make corrections, as needed.
- Click calculate.
- Select “Preview” to review the content in the residential services plan.
- Save and close.
- Select get rate.
- Save and close the service line.
- Exit the application.
Closing and pulling data from a closed RS tool to a new RS tool
— You “copy” rate plan data by creating a new rate plan. The data from the last plan is pulled over to a new plan.
— Go to the search page.
— Search for the person whose rate plan you want to copy.
— Click the plus sign by the person’s name to review the list of rate plans. (MnSP will pull data from the last closed rate plan)
— Click “Create plan” at the person level.
— Choose “Create rate plan,” when prompted.
— The rate plan opens to the about plan page.
— You may check to see if the data transferred from the closed plan to the new plan by:
- Go to the services tab.
- Click the plus sign on the left of the EW agreement and the service line detail will appear.
- Click the edit button.
- You are now in the service line.
- At the bottom of the page click the get rate button.
- This will return you to the RS tool and you will see all your data pulled over from the most recently closed RS tool.
