Starting a waiting list
When determining whether to start a waiting list, agencies should review their projected BSF expenditures. Projected expenditures can assist an agency in determining whether to start a waiting list. The following resources can be used to review projected expenditures:
Waiting list considerations
When agencies move families off the waiting list or start a waiting list, consider the following factors:
· The rate at which current CCAP families are no longer eligible, such as average number of families who close for failure to complete the redetermination process.
· If the agency has cases they will no longer be financially responsible for.
· Expected expenditure increases, such as summer and school release days.
· Redetermination reinstatements, a case closed for no redetermination may be reinstated within the 30 day reinstatement period and the agency is responsible for the cost of care.
· Size of families on the waiting list and the estimated cost of care.
· Return rate of applications sent to waiting list families and the average number of those families who are approved for CCAP.
· Time frame from application to payment for care provided.
- Note: Expenditures are based on the payment date, not the date of service. For example, if care is provided in December 2018 but the bill is not paid until January 2019, the expenditures would be reflected in calendar year 2019’s spending.
