HSP:
People have a basis of eligibility for HSP if they are age 65 or older or will be age 65 in the application month.
Non-SSI participants (due to excess income) who are age 65 or older, and blind or disabled, may choose their HSP basis of eligibility. The basis may affect the disregards allowed from actual income. Help the client decide which eligibility basis is most advantageous. See 0013.18.06 (GRH Basis - Blind), 0013.18.09 (GRH Basis - Disabled Age 18 and Older), 0018 (Determining Net Income).![]()
