MN–ITS User Manual

MN–ITS Administration

Overview

This information is intended for use by each Minnesota Health Care Programs (MHCP) enrolled organization’s chosen MN–ITS Primary Administrator (PA) after the PA has completed LoginMN and MN–ITS Registration.

This user manual includes information related to:

    Level III
    You identified an individual as the MN–ITS primary administrator (PA) when you enrolled with MHCP. The PA controls user access to their MN–ITS account, not MHCP. It is important to keep a record of the PA for your organization.

    PA responsibilities include:

  • · Distributing the Minnesota DHS Electronic Data Interchange Trading Partner Addendum (PDF) to others in your organization, as needed, to ensure compliance.
  • · Managing MN–ITS user accounts, including disabling accounts when individuals leave the organization.
  • If the PA changes at your organization, only MHCP can update the PA through the submission of a PA Change Request form. Refer to the Change MN–ITS Primary Administrator user manual.

    Level II (Optional)
    The MN–ITS Secondary Administrator (PPA) acts as an assistant to the MN–ITS PA. PPAs can perform most of the same functions as the MN–ITS PA for Level I users. The PA can assign one or more users to act as PPAs but it is not required for an organization to have a PPA.

    Level I
    Has general user access to MN–ITS. Users may be assigned to some or all MN–ITS functions as designated by the PA and PPA. Users can only change minimal information about their MN–ITS account.

    All MN–ITS users set and maintain their own passwords. Use the reset password function on the LoginMN webpage if you lose or forget your password.

    Shared Accounts

    Organizations often rely on shared or generic accounts to streamline access for teams, applications, or external partners. While this practice may be convenient, shared accounts present significant security risks that weaken an organization’s ability to protect systems and data. Security standards reinforce why shared accounts should be eliminated entirely.

    LoginMN requires agencies and organizations to replace shared accounts with individual identities, protected by multifactor authentication, strong password policies, and proper identity governance.

    User Administration

    The user administration function is where the PA or PPA can create, update and access the following:

  • · MN–ITS roles
  • · Account Status – Active or disable users
  • · Contact information – Update phone numbers
  • · Allow or limit a user’s access to:
  • · File Transfer Protocol (FTP) Access – Assign, if applicable (up to five users)
  • · MN–ITS Functions – Select the Interactive Functions you want the user to have
  • · Mailbox Folders – Select folders appropriate for related functions
  • · Applications/Forms/Lists – Select, if applicable
  • · Service Agent Access Roles (MPSE)
